STATEMENT OF FACTS:
The applicant served in the Regular Air Force from 10 Nov 48 and
retired on 1 Sep 71 in the grade of chief master sergeant (E-9).
AFOR-ST Criteria: Authorized by the Chief of Staff, U.S. Air
Force, 12 Oct 80. Before 6 Jan 86, the ribbon was awarded to Air
Force and Air Force Reserve members credited with completion of an
overseas tour on or after 1 Sep 80. Air Force and Air Force
Reserve members serving as of 6 Jan 86, or later are entitled to
reflect all Air Force overseas tours credited during their career.
A Service member may wear both ribbons, if appropriate. The short

are worn.
AFOR-LT Criteria: Authorized by the Chief of Staff, U.S. Air
Force, 12 Oct 80. Before 6 Jan 86, the ribbon was awarded to Air
Force and Air Force Reserve members credited with completion of an
overseas tour on or after 1 Sep 80. Air Force and Air Force Reserve
members serving as of Jan. 6, 1986 or later are entitled to reflect

service member may wear both ribbons, if appropriate. The short

are worn.

AIR FORCE EVALUATION:
AFPC/DPSIDR recommends denial. DPSIDR states the applicant served
overseas in various locations; however, his service was prior to
the awards being established in 1980. Therefore, he does not meet
the criteria for entitlement to the AFOR-ST and AFOR-LT.
The DPSIDR complete evaluation is at Exhibit C.
___________________________________________________________________
APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant
on 16 Jul 10 for review and comment within 30 days. As of this
date, this office has received no response.
___________________________________________________________________
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice with regard to the
applicants request for the AFOR-ST and AFOR-LT. We took notice
of the applicant's complete submission in judging the merits of
the case; however, we agree with the opinion and recommendation of
the Air Force office of primary responsibility and adopt its
rationale as the basis for our conclusion that relief beyond that
already granted administratively is not warranted. Therefore, we
find no basis to favorably consider this application.
_________________________________________________________________
THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
