APPLICANT REQUESTS THAT:
DD Form 214, Armed Forces of the United States Report of Transfer
or Discharge be updated to include the Air Force Commendation Medal
(AFCM), Presidential Unit Citation (PUC), Air Force Outstanding
Unit Award with Valor (AFOUA w/V), additional Bronze Service Star
(BSS) to the Vietnam Service Medal (VSM), Republic of Vietnam
Gallantry Cross with Palm (RVNGC w/P) and any other additional
awards he may be entitled to.

APPLICANT CONTENDS THAT:
It was an innocent oversight or data input delay/overlap at the
time of his record’s check. He served in Vietnam for one year and
2 days approximately on or about 11 Dec 67 to 13 Dec 68.
In support of his appeal, applicant submitted a copy of his
DD Form 214, dated 15 Dec 68 and a copy of his Air Force
Commendation Medal citation, dated 21 Oct 68.

STATEMENT OF FACTS:
Applicant was enrolled in Officer Training School (OTS) from
29 Sep – 20 Dec 64. On 21 Dec 64, applicant was commissioned as a
Reserve of the Air Force and ordered to extended active duty. He
was progressively promoted to the temporary grade of captain with a
date of rank of 11 May 68. Applicant was honorably released from
active duty on 15 Dec 68. He was credited with 4 years, 2 months,
and 17 days of active duty service, including 1 year and 2 days of
foreign service.

AIR FORCE EVALUATION:
HQ AFPC/DPPPR reviewed this application and recommended denial for
award of the PUC and the 3rd BSS to the VSM. Based on a review of
the military personnel record, DPPR recommended entitlement for
award of the AFCM, AFOUA w/V, and the RVNGC w/P and the applicant’s
record will be corrected administratively. However, they were
unable to verify the applicant’s unit received the PUC or a 3rd BSS
to the VSM.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant
on 15 Jun 07 for review and comment within 30 days. As of this
date, no response has been received by this office (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. We took notice of
the applicant's complete submission in judging the merits of the
case; however, we agree with the opinion and recommendation of the
Air Force office of primary responsibility and adopt its rationale
as the basis for our conclusion that the applicant has not been the
victim of an error or injustice. Applicant’s records were
thoroughly reviewed, however, no documentation was found to
substantiate his eligibility for award of the Presidential Unit
Citation or the 3rd Bronze Service Star on his Vietnam Service
Medal. In view of the above, we find no basis to recommend
granting the relief sought in this application.
4. Additionally, applicant’s record will be administratively
corrected to reflect award of the Air Force Commendation Medal, Air
Force Outstanding Unit Award with Valor, and the Republic of
Vietnam Gallantry Cross with Palm.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
