APPLICANT REQUESTS THAT:
His records be corrected to reflect his entitlement to Campaign awards
or decorations.

APPLICANT CONTENDS THAT:
His service in support of Operation DESERT SHIELD/STORM from 2 August
1990 to 31 October 1994 makes him eligible for campaign awards or
decorations.
In support of his request, the applicant provided a statement and a
copy of his DD Form 214.
Applicant's complete submission, with attachments, is attached at
Exhibit A.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force (RegAF) on 13 March
1975 as an airman (Amn) for a period of four years.
The applicant was honorably retired on 1 November 1994 in the grade of
technical sergeant (TSgt). He served 20 years, 4 months and 2 days of
active service.
The applicant’s DD Form 214 dated 31 October 1994, reflects the
applicant served from 2 August 1990 to 31 October 1994 in support of
Operation DESERT SHIELD/STORM.
On 30 April 2007, a DD Form 215 was issued adding the Korean Defense
Service Medal (KDSM) to the applicant’s DD Form 214.

AIR FORCE EVALUATION:
HQ AFPC/DPPPR recommends the requested relief be denied. DPPPR states
servicemembers during DESERT SHEILD had to be engaged in direct
support for 30 consecutive days in the area of eligibility (or for the
full period when an operation is of less than 30 days duration) or for
60 nonconsecutive days, provided the support involved entering the
area of eligibility. DPPPR further states to verify the applicant’s
entitlement to campaign awards or decorations; he must provide source
documents such as, travel vouchers, decoration, and temporary duty
(TDY) orders.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant 11
May 2007, for review and response. As of this date, no response has
been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of an error or an injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinion and the recommendation of the Air
Force and adopt its rationale as the basis for our conclusion that the
applicant has not been the victim of an error or an injustice. As
stated the applicant’s eligibility for the Korean Defense Service
Medal was verified and his records have been corrected
administratively. However, there was no evidence located in the
applicant’s military records to indicate he was physically present in
the area of responsibility for entitlement for any campaign awards.
Therefore, in the absence of evidence to the contrary, we find no
compelling basis to recommend granting the relief sought in this
application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
