His records be corrected to show he was awarded the Air Medal (AM) 1st
through 3rd Oak Leaf Clusters (OLC).

APPLICANT CONTENDS THAT:
His records were not updated after his return from Vietnam.
In support of his request, applicant submits a personal statement, a
copy of DD Form 214, Armed Forces of the United States Report of
Transfer or Discharge and background documentation regarding his
request.

STATEMENT OF FACTS:
Applicant’s military personnel records reflect he enlisted in the
Regular Air Force on 25 June 1965, for a term of 4 years. He was
released from active duty on 11 December 1968.
His report of separation reflects award of the AM, Air Force Good
Conduct Medal, National Defense Service Medal, Armed Forces
Expeditionary Medal, the Vietnam Service Medal w/1 Bronze Service Star
and the Navy Presidential Unit Citation.
On 4 February 1968, his records were administratively corrected to
reflect award of the Distinguished Flying Cross w/2 OLCs, and the Navy
Presidential Unit Citation. On 9 March 2007, his records were
administratively corrected to reflect award of the Presidential Unit
Citation, Air Force Outstanding Unit Award with Valor and the Republic
of Vietnam Campaign Medal.

AIR FORCE EVALUATION:
AFPC/DPPPR recommends denial. DPPPR states in regard to the AM,
mission counts were discontinued in 1943, and a written recommendation
for award of a decoration was established outlining the heroic acts or
aerial achievements of members. However, there is no documentation in
his military record to verify the additional awards of the AM such as
Special Orders or a Decoration Recommendation. Applicant was asked to
contact the Air Force Historian for the documents needed to verify the
AM or the decoration orders if they were not in his possession. He
submitted a letter dated 18 February 2007, indicating he was unable to
locate the Special Order for the AM certificate. DPPPR notes the
applicant did not provide with this second request any new documents
to substantiate his claim, considering he was given other resources to
locate the Special Orders for the AM. An individual cannot recommend
himself/herself for a decoration; a recommendation must be submitted
by an individual’s supervisor, commander or person with firsthand
knowledge of the individual’s service, act or achievement. DPPPR
recommends denial based on no documentation found to substantiate his
claim.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
The applicant states he is unable to find a copy of the special orders
relating to award the AMs. He also states he has the medals and
certificate that were presented to him. He has submitted a copy of
the certificate for the AM 1st through 3rd OLC dated 20 January 1969,
along with a letter he received acknowledging the awarding of the
elements. He cannot account for the missing documentation supporting
these awards other than the fact that there was a war going on at the
time. All reasonable efforts have been made to obtain the information
to support his request. He requests his records be corrected to
accurately reflect his distinguished service.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. After a thorough review of the
applicant’s submission and the available evidence of record, we are
not persuaded that the relief requested should be granted. We took
notice of the complete submission in judging the merits of the case;
however, we agree with the opinion and recommendation of the Air Force
office of primary responsibility and adopt its rationale as the basis
for our conclusion that the applicant has not been the victim of an
error or injustice. Therefore, we find no compelling basis to warrant
favorable consideration of the relief sought in this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
