APPLICANT REQUESTS THAT:

He be awarded two Bronze Service Stars (BSS) for his Vietnam  Service  Medal
(VSM) for the period 1974 through October 1975.

In support of his request, the applicant provides copies  of  Special  Order
TA-1553, dated 128 March 1974 and Temporary Duty (TDY) Order TA-1356,  dated
4 April 1975.

The applicant’s submission, with attachments, is at Exhibit G.

STATEMENT OF FACTS:

On 10 June 1959, the applicant enlisted in the Regular Air Force at the  age
of 17 in the grade of airman basic (E-1) for a period  of  four  years.   He
was progressively promoted to the grade of master sergeant  (E-7)  effective
1 August 1978.

Special Order TB-971, dated 20 October 1971, indicates the applicant  served
temporary duty in Suwon Air Base, Korea, for a period of 59 days.

The applicant was voluntarily released from  active  duty  on  31 July  1983
with an honorable  characterization  of  service  and  retired  effective  1
August 1983.  He served 23 years, 10 months and 21 days of active duty.

The applicant’s DD Form  214,  Certificate  of  Release  or  Discharge  From
Active Duty, reflects his award of the Air Medal with one Oak  Leaf  Cluster
(OLC), Small Arms Expert Marksmanship Medal, Air Force Expeditionary  Medal,
Non-commissioned Officer Professional Education Graduate Ribbon,  Army  Good
Conduct Medal, Air Force Longevity Service  Award  Ribbon  with  four  OLCs,
National Defense Service Medal, Air Force Presidential  Unit  Citation,  Air
Force Outstanding Unit Award with one OLC,  Republic  of  Vietnam  Gallantry
Cross with Device, Republic of Vietnam Campaign Medal, and  Air  Force  Good
Conduct Medal  with  four  OLCs.   On  31  October  2005,  a  DD  Form  215,
Correction to DD Form 214, was issued to add his  award  of  the  Air  Force
Commendation Medal, Basic Aircrew Badge,  and  Vietnam  Service  Medal  with
three BSS.

On 10 May 2006, the Board considered and  granted  the  applicant’s  request
for the Korean Defense Service Medal; however, denied his  request  for  the
VSM with fourth, fifth, and sixth BSS; and  the  Cold  War  Medal  (see  ROP
Exhibit F with Exhibits A through E).

AIR FORCE EVALUATION:

AFPC/DPPPR recommends denial of the applicant’s request to  add  the  fourth
through sixth BSS to his VSM based on the fact that they  were  not  awarded
during the inclusive dates the applicant was  assigned  to  the  units.   In
addition, DPPPR states the applicant’s travel voucher  is  dated  after  the
last campaign period ended; therefore, rendering  the  applicant  ineligible
for any additional BSS.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded  to  the  applicant  on  27
April 2007, for review and comment within 30 days.  As of  this  date,  this
office has received no response.

THE BOARD CONCLUDES THAT:

In earlier findings,  the  Board  determined  that  there  was  insufficient
evidence to warrant correcting the records to award the  applicant  the  VSM
with fourth, fifth, and sixth BSS; and the Cold War Medal.  After  reviewing
the  applicant’s  reconsideration  request  and  the   additional   evidence
provided in support of his appeal, we find no evidence  that  the  applicant
is eligible for the award of the VSM with fourth and fifth BSS.   Therefore,
we agree with the opinion and recommendation of  the  Air  Force  office  of
primary responsibility  and  adopt  its  rationale  as  the  basis  for  our
conclusion that the applicant has  not  been  the  victim  of  an  error  or
injustice.  Accordingly, in the absence of  evidence  to  the  contrary,  we
find no compelling basis to recommend granting the  relief  sought  in  this
application.

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented  did  not  demonstrate
the existence of material error  or  injustice;  that  the  application  was
denied without a personal appearance; and that the application will only  be
reconsidered upon the submission of newly discovered relevant  evidence  not
considered with this application.
