APPLICANT REQUESTS THAT:

His records be corrected to show he was awarded the Combat  Readiness
Medal (CRM).

APPLICANT CONTENDS THAT:

The awards were never entered into his permanent record  because  his
personnel record was being  processed  for  administrative  discharge
when he chose retirement instead.

In support of his request, the applicant submits Special  Order    G-
39, a copy of Personal Data Report on Individual Personnel,  AF  Form
104, Humanitarian Service Medal/Unit Award Verification, Aeronautical
Order 77, 2 copies of AF Form  973,  Request  and  Authorization  for
Change of Administrative Orders and eight copies  of  AF  Form  1887,
Request and Authorization for Aeronautical Orders.

Applicant’s complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:

The applicant served  on  active  duty  from  23  November  1965,  to
31 March 1988.  He was progressively promoted through the  ranks  and
retired in the grade of master sergeant.

His DD Form 214 reflects award of the Air  Force  Commendation  Medal
w/1 OLC, the Air Force Outstanding Unit Award with Valor  Device  and
5/OLCs, the Air Force Good  Conduct  Medal  w/6  OLCs,  The  National
Defense Service Medal, the Humanitarian Service Medal w/2  OLCs,  the
Combat Readiness Medal, The Republic of Vietnam Gallantry Cross  with
Device, and the Armed  Forces  Expeditionary  Medal.   He  served  21
years, 8 months and 19 days active duty service.

On 22 June 2005, his records were corrected to reflect award  of  the
Air Force Commendation Medal w/2 OLCs, the AFOUA w/V and 7 OLCs,  and
the KDSM.

AIR FORCE EVALUATION:

The AFPC/DPPPR recommends denial of the applicant’s request  for  the
award of the CRM.  DPPPR states  there  was  no  letter  or  official
documentation provided by the applicant or in the applicant’s  master
military personnel record that indicates he was  in  a  combat  ready
position identified by the major  command  or  the  operations  group
commander of his installation.

According to DPPPR, the CRM is to be awarded to Air Force, Air  Force
Reserves and members of other  services  after  1  August  1960,  for
sustained individual combat or  mission  readiness  preparedness  for
direct weapon-system employment.  Specifically, a service member must
meet all the following criteria; 1)  Member  of  a  unit  subject  to
combat reporting.  2)  Individually  certified  as  a  combat  and/or
mission ready and been subject to a continuous individual  positional
evaluation  program,  according  to  a  major   command   or   higher
headquarters standard.  3) Complete 24  months  of  sustained  combat
and/or mission readiness with no more than a 120 calendar-day break.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

The applicant states he was told that medical  aircrew  members  were
newly eligible to receive the CRM and to wear the Combat  Crew  Medal
as appropriate and letters would go out to all aeromedical evacuation
squadrons and flights.

He further states he was in the  process  of  being  administratively
discharged when he chose retirement instead and his master  personnel
record was not available  for  updating.   The  personnel  specialist
reviewed the current update to the CMR and  his  flying  assignments,
which were subject to combat reporting and updated his record in  the
computer awarding him the CRM w/2 OLCs.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies provided  by  existing
law or regulations.

2.    The application was not timely filed; however,  it  is  in  the
interest of justice to excuse the failure to timely file.

3.  Insufficient relevant evidence has been presented to  demonstrate
the  existence  of  an  error  or  injustice.   Other  than  his  own
assertions, the applicant has not provided documentation nor does his
military record have documentation  to  verify  his  eligibility  for
award of the Combat Readiness Medal.  Therefore, we  agree  with  the
opinion and  recommendation  of  the  Air  Force  office  of  primary
responsibility  and  adopt  its  rationale  as  the  basis  for   our
conclusion that the applicant has not been the victim of an error  or
injustice.  In the absence of evidence to the contrary,  we  find  no
compelling basis to recommend granting  the  relief  sought  in  this
application.

THE BOARD DETERMINES THAT:

The applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of a material error or injustice; that  the
application was denied without a personal appearance;  and  that  the
application will only be reconsidered upon the  submission  of  newly
discovered relevant evidence not considered with this application.
