APPLICANT REQUESTS THAT:
He be awarded the Air Force Outstanding Unit Award (AFOUA) and the Vietnam
Service Medal (VSM).

APPLICANT CONTENDS THAT:
His unit received the AFOUA and the VSM. He believes the awards should be
added to his records.
In support of his request, the applicant provided a personal letter, and
his DD Form 214, Armed Forces of the United States Report of Transfer or
Discharge.

STATEMENT OF FACTS:
The former member enlisted in the Air Corps on 10 January 1962.
He was discharged with an honorable discharge on 7 October 1966. He had 4
years, 8 months and 28 days of total active service.

AIR FORCE EVALUATION:
AFPC/DPPPR recommends the request be denied. DPPPR states the applicant
did not serve on the ground in Vietnam, nor the surrounding areas to be
eligible for the VSM. In addition, DPPPR was not able to verify that his
unit received the AFOUA during the period the applicant was assigned.
The complete DPPPR evaluation is attached at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 1
December 2006 for review and comment within 30 days. As of this date, this
office has received no response (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest
of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. After a thorough review of the available
evidence and the applicant’s complete submission, the Board finds no
evidence which would lead us to believe his records should be corrected to
show he was awarded the AFOUA or the VSM. The Board took notice of the
applicant's complete submission in judging the merits of the case; however,
the Board agrees with the opinion and recommendation of the Air Force
office of primary responsibility and adopt its rationale as the basis for
our conclusion that the applicant has not been the victim of an error or
injustice.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of a material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence no
considered with this application.
