APPLICANT REQUESTS THAT:

He be awarded the Air Force Outstanding Unit  Award  (AFOUA)  with  a
combat V device.

STATEMENT OF FACTS:

On 19 Jul  06,  the  applicant  submitted  an  appeal  to  the  Board
requesting his DD Form 214, Armed Forces of the United States  Report
of Transfer or Discharge and NA Form  13059,  Transmittal  of  and/or
entitlement to Awards  be  corrected  to  show  he  was  awarded  the
Presidential Unit Citation (PUC) and the Air Force Commendation Medal
(AFCM).  AFPC/DPPPR corrected his records to award the  AFCM.   DPPPR
was unable to verify that the units he was assigned to  received  the
PUC during the time he was assigned and recommended disapproval.  The
Board considered and denied his request on 15 November 2006.  For  an
accounting of the facts surrounding  his  previous  request  and  the
rationale  of  the  Board's  earlier  decision,  see  the  Record  of
Proceedings at Exhibit F.

On 7 Mar 07, the  applicant  submitted  a  letter  requesting  he  be
considered for award of the AFOUA with a combat V device.  In support
of his request, he provided  a  personal  statement  and  information
obtained from  the  internet  discussing  the  AFOUA.   His  complete
submission, with attachments, is at Exhibit G.

AIR FORCE EVALUATION:

AFPC/DPPPR recommends denial.  DPPPR states they sent  a  request  to
the Air Force Historical Research Agency to verify his claim and were
informed Detachment 7, was active  from  10  Aug  65  to  15 May  68;
however, no AFOUA was awarded during his tour.

The complete AFPC/DPPPR evaluation is attached at Exhibit H.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

In response to the DPPRR evaluation,  applicant  provided  additional
data extracted from the internet pertaining  to  the  AFOUA  and  the
505th Tactical Control Group.

His complete submission, with attachments, is at Exhibit D.

THE BOARD CONCLUDES THAT:

After reviewing this application and the evidence provided in support
of his appeal, we are not  persuaded  that  the  applicant’s  records
should be corrected to show he was awarded the AFOUA.   We  carefully
considered the information provided by the applicant.  However, while
the information he obtained from the internet appears to indicate his
unit was awarded the AFOUA, this cannot be confirmed through official
Air Force records.  We are constrained from validating awards without
official   sources.    Should   he   secure    supporting    official
documentation, we would be willing  to  reconsider  his  application.
Therefore, absent persuasive evidence to  the  contrary  we  find  no
compelling  basis  to  recommend  favorable  consideration   of   his
application.

THE BOARD DETERMINES THAT:

The applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of probable material  error  or  injustice;
that the application was denied without a  personal  appearance;  and
that the application will only be reconsidered upon the submission of
newly  discovered  relevant  evidence  not   considered   with   this
application.
