APPLICANT REQUESTS THAT:
Her separation code on her DD Form 214 be changed to HFV (unqualified for
active duty – other) and the narrative reason be changed to “conditions not
a disability” instead of personality disorder.

APPLICANT CONTENDS THAT:
When she was recommended for discharge, her commander recommended she be
discharged under AFI 36-3208, Administrative Separation of Airmen,
paragraph 5.11.9.5.1 (other disorders, as defined in DM-IV that interfere
with duty performance and are not within the purview of the *AFI 36-2902
{sic} {formerly AFR 35-4} medical disability process). She further states
the reason for her administrative discharge was due to depression rather
than a personality disorder.
In support of her request, the applicant provided a copy of her commander’s
recommendation for discharge, a Life Skills Mental Health Evaluation, and a
statement in her behalf.

STATEMENT OF FACTS:
The applicant entered active duty in the Air Force on 3 Nov 99. She served
6 years, 10 months, and 10 days total active federal military service.
The applicant became a patient at Life Skills (Spangdahlem AB, Germany) on
14 Feb 05. On 11 Jul 06, she was diagnosed with a depressive disorder,
learning disability, and an occupational problem. Her evaluation stated
her disability was severe enough to significantly impair her ability to
perform her job and that her symptoms would affect her career progression.
She was profiled with duty restrictions to include no access to weapons or
deployment.
The applicant’s commander notified her on 17 Aug 06 of pending discharge
actions. She consulted counsel, acknowledged receipt of discharge actions,
waived her right to a board hearing, and submitted a conditional waiver for
nothing less than an honorable discharge.
On 29 Aug 06, the Staff Judge Advocate found the case file legally
sufficient and recommended approval. The discharge authority approved the
request for discharge and directed that the applicant be separated with an
honorable discharge. She was discharged 12 Sep 06 with an honorable
discharge with the separation code of GFX, personality disorder.

AIR FORCE EVALUATION:
AFPC/DPPRS recommends the applicant’s separation code be changed to “KFF”
and the narrative reason for separation changed to secretarial authority.”
Additionally, they recommend the applicant not be required to pay back the
separation pay she received. The complete evaluation is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 3 Nov
06 for review and comment within 30 days. As of this date, this office has
received no response.
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice to warrant relief. After careful
consideration of the applicant’s request and the available evidence of
record, we concur with the recommendation of the Air Force office of
primary responsibility and adopt its rationale as the basis for our
conclusion that the applicant has been the victim of an error or injustice.
Therefore, we recommend the applicant’s records be corrected as indicated
below.

THE BOARD DETERMINES THAT:
The pertinent military records of the Department of the Air Force relating
to XXXXXX, be corrected to show that:
a. On 12 Sep 06, she was separated with an honorable discharge with
a separation program designator (SPD) code of “KFF” and the
narrative reason for separation of “secretarial authority” under
the provisions of AFI 36-3208.
b. She applied for a remission of her indebtedness of separation pay,
incurred as a result of an erroneous SPD code, and her request was
approved by competent authority.

Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air
Force relating to XXXX be corrected to show that:
a. On 12 September 2006, she was separated with an
honorable discharge with a separation program designator
(SPD) code of “KFF” and the narrative reason for
separation of “secretarial authority” under the
provisions of AFI 36-3208.
b. She applied for a remission of her indebtedness of
