APPLICANT REQUESTS THAT:
His records be corrected to reflect he was awarded the Good Conduct
Medal (GCM).

APPLICANT CONTENDS THAT:
In 1947, he was favorably considered for the GCM, but never received
it.
In support of his request, the applicant provided a copy of his WD AGO
Form 24A, Service Record and WD AGO Form 53, Enlisted Record and
Report of Separation Honorable Discharge.
Applicant's complete submission, with an attachments, is attached at
Exhibit A.

STATEMENT OF FACTS:
On 20 June 1946, the applicant enlisted in the Army of the United
States (AUS) as a private for a period of three years.
The applicant’s service record states “1 August 1947, SOL was
favorably considered for the GCM.”
The applicant was honorably discharged on 8 June 1949 in the grade of
sergeant. He served 2 years, 11 months and 19 days of active service.

AIR FORCE EVALUATION:
AFPC/DPPPR recommends the applicant’s request be denied. AFPC/DPPPR
states the GCM was authorized on 28 June 1941; for
award to enlisted members who shall have honorably completed three
continuous years of active military service subsequent to 26 August
1940; and who were recommended by their commanding officers for
exemplary behavior, efficiency, and fidelity. The applicant did not
complete the required three years of active duty service to be
eligible for the GCM.

Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
27 October 2006, for review and response within 30 days. As of this
date, no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of an error or an injustice. After careful consideration of
the limited documentation available for the Board’s review, the Board
believes sufficient evidence has been presented to warrant favorable
action on the applicant’s request for award of the GCM. We note the
applicant’s service record reflects he was favorably considered for
the GCM on 1 August 1947. Based on this statement in the applicant’s
service record. We believe it was the commander’s intent to award the
applicant the GCM. With no basis to question the applicant’s
integrity, and in recognition of his service to the Nation, it is our
opinion that any doubt should be resolved in the applicant's favor.
Therefore, we recommend his records be corrected to the extent
indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected to show that he was awarded the Air
Force Good Conduct Medal.

MEMORANDUM FOR THE CHIEF OF STAFF
Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the
authority of Section 1552, Title 10, United States Code (70A Stat
116) it is directed that:
The pertinent military records of the Department of the Air
Force relating to be corrected to show that he was awarded
the Air Force Good Conduct Medal.
