APPLICANT REQUESTS THAT:

He be awarded the Presidential Unit Citation (PUC) and the  Air  Force
Outstanding Unit Award (AFOUA).

APPLICANT CONTENDS THAT:

Both ribbons were awarded to his unit after the  Cuban  crisis  before
his squadron was disbanded.

In support of the appeal, applicant submits  a  copy  of  his  Reserve
documents, a copy of a Special Order showing his promotion from airman
third class to airman second class, and a copy showing his  assignment
to the 825 Combat Support Group, Keesler AFB, MS.

STATEMENT OF FACTS:

Applicant is a former member of the Regular Air Force  who  served  on
active duty from 28 December 1960 to 16 October  1964.   He  served  3
years 9 months and 19 days on active duty.   On  17 October  1964,  he
transferred to the Air Force Reserve.  On  27 December  1966,  he  was
honorably discharged from the Air Force Reserve.

AIR FORCE EVALUATION:

AFPC/DPPPR recommends denial.  DPPPR states they were unable to verify
the units mentioned received neither the  PUC  nor  AFOUA  during  the
applicant’s timeframe.  They further stated  the  applicant  needs  to
provide official military documentation to verify his  entitlement  to
the awards.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

Applicant provided a letter saying some of the 70th RCW B47s were sent
to Spain and others were put on the alert pad.  He  was  sent  to  the
alert pad for the duration of the Cuban crisis.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was not timely filed;  however,  it  is  in  the
interest of justice to excuse the failure to timely file.

3.    Insufficient relevant evidence has been presented to demonstrate
the  existence  of  error  or  injustice.   We  took  notice  of   the
applicant's complete submission in judging the  merits  of  the  case;
however, we agree with the opinion and recommendation of the Air Force
and adopt their rationale as the basis for  the  conclusion  that  the
applicant has not been the  victim  of  an  error  or  injustice.   As
stated, the applicant needs to provide official military documentation
to verify his entitlement to the requested awards.  Therefore, in  the
absence of evidence to the contrary, we find  no  basis  to  recommend
granting the relief sought in this application.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of material error  or  injustice;  that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence not considered with this application.
