APPLICANT REQUESTS THAT:

His records be corrected to show  he  was  awarded  the  Armed  Forces
Expeditionary Medal (AFEM).

APPLICANT CONTENDS THAT:

He believes that not having been recognized  for  service  during  the
Cuban missile Crisis is a great injustice.

In support of his request, the applicant submits a personal statement,
a copy of excerpts from his immunization record and a copy of  his  DD
Form 214, Certificate of Release or Discharge from Active Duty.

STATEMENT OF FACTS:

The applicant enlisted in the Regular Air Force on 13  November  1959.
He was progressively promoted to the grade of airman first  class  (E-
4).  The applicant  separated  on  12  August  1964  and  received  an
honorable discharge after completion of required active duty service.

His DD Form 214 reflects award of the National Defense Service  Medal,
and the Air Force Good Conduct Medal.  He served a total  of  4  years
and 9 months of active duty service.

AIR FORCE EVALUATION:

DPPPR recommends denial.  DPPPR states the AFEM is awarded to  members
of the service who, after 1 July 1958,  have  participated  in  United
States military operations and encountered foreign  armed  opposition,
or were in danger of hostile action by foreign Armed Forces.

According to DPPPR the applicant was assigned to the Wilford Hall USAF
Hospital, Aerospace Medical Division, Lackland Air Force Base,  Texas,
his entire enlistment.

DPPPR states after reviewing the applicants military record  they  are
unable to find evidence the applicant deployed in support of the Cuban
Missile Crisis and the applicant  did  not  provide  documentation  to
substantiate his claim for award of the AFEM.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

The applicant states it is true that he was not permitted to leave the
Wilford Hall Hospital duty section.  He  concurs  that  non-deployment
was the factual matter though he feels his responsibility for possible
necessary duties went largely unrecognized.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was not timely filed;  however,  it  is  in  the
interest of justice to excuse the failure to timely file.

3.  Insufficient relevant evidence has been presented  to  demonstrate
the existence of  an  error  or  injustice.   The  applicant  has  not
submitted, nor  do  his  military  records  contain  evidence  of  his
eligibility for award of the  AFEM.   The  Board  notes  the  AFEM  is
awarded to military members who after  1  July  1958  participated  in
United  States  military  operations  and  encountered  foreign  armed
opposition, or were in danger  of  hostile  action  by  foreign  Armed
Forces.  In this regard we note the  applicant’s  unit  of  assignment
during his enlistment was not  a  participant  of  the  Cuban  Missile
Crisis.  We are not unmindful or unappreciative of his service to  his
Nation.  Should he secure supporting documentation to substantiate  he
participated in the Cuban Missile  Crisis,  we  would  be  willing  to
reconsider  his  application.   We  agree  with   the   opinions   and
recommendations of the Air Force office of primary responsibility  and
adopt its rationale as the basis for our conclusion that the applicant
has not been the victim of an error or injustice.  Therefore, in the

absence of evidence to the contrary, we find no  compelling  basis  to
recommend granting the relief sought in this application.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of material error  or  injustice;  that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence not considered with this application.
