APPLICANT REQUESTS THAT:
Her DD Form 214 reflects receipt of the Southwest Asia Service Medal
(SWASM).

APPLICANT CONTENDS THAT:
She qualifies for the medal due to European rotation flight support to
Turkey during the third phase of Operation Dessert Storm.

STATEMENT OF FACTS:
The SWASM, authorized 12 Mar 91, is awarded to military members who
served in support of Operation Desert Shield/Storm (ODS/S) between
2 Aug 90 and 30 Nov 95 in one of the following areas: Persian Gulf,
Red Sea, Gulf of Oman, Gulf of Aden, a specified portion of the
Arabian Sea, the land areas of Iraq, Kuwait, Saudi Arabia, Oman,
Bahrain, Qatar, and the United Arab Emirates; or individuals who
served in Eqypt, Israel, Turkey, Syria, and Jordan directly supporting
combat operations between 17 Jan 91 and 30 Nov 96.
The applicant entered active duty on 15 Nov 89 as a navigator in the
Reserve grade of 2nd lieutenant (2LT). She served in support of ODS/S
during the period 2 Aug 90 to 15 Jun 92. On 15 Jun 92, after two
years, seven months and one day, she was honorably released from
active duty in the grade of 2LT under the provisions of the Voluntary
Early Separation Program and transferred to the USAF Reserves.
On 3 Mar 05, HQ AFPC/DPAPP requested the applicant provide any
documents (vouchers, orders, flight records, etc.) verifying the
location and length of any trip she made into Turkey. She was also
advised her records would be administratively corrected to reflect her
tour of duty in Panama. The applicant did not respond to the request
for additional documentation.

AIR FORCE EVALUATION:
HQ AFPC/DPAPP recommends denial, indicating there are no documents in
the applicant’s military personnel record, nor has she provided any,
to show she was on any flights to Turkey.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A complete copy of the Air Force evaluation was forwarded to the
applicant on 21 Apr 06 for review and comment within 30 days (Exhibit
D). As of this date, this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. After a thorough review of the
evidence of record and the applicant’s submission, we are not
persuaded she is entitled to award of the SWASM. The applicant’s
contentions are duly noted; however, we do not find these
uncorroborated assertions, in and by themselves, sufficiently
persuasive to override the rationale provided by the Air Force. The
applicant was invited to provide documents verifying the location and
length of a trip she contends she made to Turkey. She did not respond
and her available records also do not support her claim. We therefore
agree with the recommendations of the Air Force and adopt the
rationale expressed as the basis for our decision that the applicant
has not sustained her burden of having suffered either an error or an
injustice. In view of the above and absent persuasive evidence to the
contrary, we find no compelling basis to recommend granting the relief
sought.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
