APPLICANT REQUESTS THAT:

His records be corrected to show he was awarded the Small Arms  Expert
Marksmanship Ribbon (SAEMR).

APPLICANT CONTENDS THAT:

He was awarded the SAEMR during basic training.

His complete submission is at Exhibit A.

STATEMENT OF FACTS:

The applicant enlisted in the Regular Air Force as an airman basic  on
20 June 1968 for a period of four years.

He was discharged with an honorable discharge on 7 December 1970.   He
had 2 years, 5 months and 18 days of total active service.

His DD Form 214 reflects award of the Air  Force  Commendation  Medal,
Vietnam  Service  Medal,  Republic  of  Vietnam  Commendation   Medal,
National Defense Service Medal and one year  of  Foreign  and  or  Sea
Service.

This ribbon is awarded to all U.S.  Air  Force  service  members  who,
after Jan 1, 1963, qualify as "expert" in small-arms marksmanship with
either the M-16 rifle or issue handgun.

AIR FORCE EVALUATION:

AFPC/DPPPR recommends denial.  DPPPR states the required AF Form  522,
USAF Ground Weapons Training Data was not located in  the  applicant’s
record to verify he shot Expert to be entitled to the SAEMR.

The complete AFPC/DPPPR evaluation is attached at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the  applicant  on
31 July 2006 for review and comment within 30 days.  As of this  date,
this office has received no response (Exhibit D).

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was not timely filed;  however,  it  is  in  the
interest of justice to excuse the failure to timely file.

3.    Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice.  After a thorough review  of  the
available evidence and the applicant’s complete submission, the  Board
is not persuaded that his records should be corrected to show  he  was
awarded the SAEMR.  Should  he  secure  supporting  documentation,  we
would be willing to reconsider his  application.   Therefore,  without
such evidence  we  find  no  compelling  basis  to  warrant  favorable
consideration of his application.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of material error  or  injustice;  that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence not considered with this application.
