APPLICANT REQUESTS THAT:
She be awarded one (1) Inactive Duty (IDT) point for
retention/retirement (R/R) year 18 March 1996 to 17 March 1997 for
performing extra off-duty hours.

APPLICANT CONTENDS THAT:
In 1996 she did extra work at home, after hours, supporting an
American delegation, but the time was never officially reported on an
Air Force (AF) Form 40a, Record of Individual Inactive Duty Training.
In support of her appeal applicant has provided a personal statement,
copies of her military record to include point credit histories,
various assignment orders, her DD form 214, Certificate of Release or
Discharge from Active Duty, enlistment/reenlistment documents, and
various promotion orders.

STATEMENT OF FACTS:
The applicant was assigned with the AF Element NATO in Brussels,
Belgium effective 28 December 1995 until she was transferred to the
USAF Reserve (USAFR) and assigned to the Headquarters Air Reserve
Personnel Center (ARPC) non-participating Reserve effective 18 May
1998. Her R/R year from 18 March 1996 to 17 March 1997, shows she
earned 12 active duty points, 22 inactive duty points, 0 Extension
Course Institute (ECI) points, and 15 membership points, for a total
of 49 points. The R/R year in question is an unsatisfactory year
towards retirement.

AIR FORCE EVALUATION:
ARPC/DPP recommends denial. The applicant did not submit any
certified documentation reporting the duty was performed. Any
inactive duty training requires the member to have advance
authorization from their supervisor or program manager. This advance
authorization is documented on the AF Form 40a. Additionally, any
inactive duty training must be documented and certified on the AF Form
40a. The applicant received an AF Form 526, ANG/USAFR Point Credit
Summary, around 17 May 1997 (approximately 60 days after the end of
her R/R year in question). The AF Form 526 gives instructions on how
to submit documentation if points are missing.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
12 September 2003 for review and comment within 30 days. As of this
date, this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. After a thorough review of the
evidence of record and applicant's submission, we are not persuaded by
her uncorroborated assertions of performing official duties after
hours at home, in and by themselves, sufficiently persuasive to
override the rationale provided by the Air Force. Therefore, we agree
with the opinion and recommendation of the Air Force office of primary
responsibility and adopt the rationale expressed as the basis for our
decision that the applicant has failed to sustain her burden of having
suffered either an error or injustice. Therefore, in the absence of
persuasive evidence to the contrary, we find no compelling basis to
recommend granting the relief sought in this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
