APPLICANT REQUESTS THAT:
She be afforded Special Selection Board (SSB) consideration by the
Calendar Year 2005B (CY05B) Major Central Selection Board (CSB) with
inclusion of a letter to the board.

APPLICANT CONTENDS THAT:
She wants to have an opportunity to write a letter to the board
because of concerns that may have led to her nonselection. Her awards
of Instructor Navigator of 2003 and Navigator of the Quarter Apr-Jun
04 were missing and she was not considered for squadron officer school
(SOS) in-residence because data provided regarding eligibility was
erroneous. She was not aware she could write a letter to the
selection board until after it had convened.

STATEMENT OF FACTS:
The applicant is currently serving on extended active duty in the
grade of captain with a date of rank of 16 Aug 01.
She was considered but not selected by the CY05B Major CSB, which
convened on 5 Dec 05.

AIR FORCE EVALUATION:
HQ AFPC/DPPPO recommends denial. Instructions attached to the Officer
Preselection Brief that each eligible officer meeting the CY05B board
received clearly stated officers have the option to write a letter to
the board and address any matter of record concerning themselves that
they believe is important to their consideration for promotion.
However, the time to submit a letter is prior to the board’s
convening, not after a member’s nonselection. DPPPO finds no evidence
to show the applicant’s nonselection for promotion by the CY05B Major
CSB was a result of material error or injustice. It was the
applicant’s responsibility to notify the board members of the omitted
information prior to convening of the board.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A complete copy of the Air Force evaluation was forwarded to the
applicant on 19 May 06 for review and comment within 30 days (Exhibit
D). As of this date, this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinion and recommendation of the Air Force
office of primary responsibility and adopt its rationale as the basis
for our conclusion the applicant has not been the victim of an error
or injustice. Therefore, in the absence of evidence to the contrary,
we find no compelling basis to recommend granting the relief sought in
this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
