      MEMORANDUM OF CONSIDERATION OF APPLICATION BEFORE THE AFBCMR


      SUBJECT:  XXXXXXXXXXXXXXXXXXXX


            Having carefully reviewed this application, we agree with the
      recommendation of the Air Force office of primary responsibility and
      adopt the rationale expressed as the basis for our decision that the
      applicant has been the victim of either an error or an injustice.
      Therefore, the applicant's records should be corrected as set forth
      in the accompanying Memorandum for the Chief of Staff.


      Members of the Board Mr. Michael K. Gallogly, Ms. Mary C. Puckett, and
      Mr. Joseph D. Yount considered this application on 17 August 2006.

      MEMORANDUM FOR THE CHIEF OF STAFF


           Having received and considered the recommendation of the Air
      Force Board for Correction of Military Records and under the
      authority of Section 1552, Title 10, United States Code (70A Stat
      116), it is directed that:


           The pertinent military records of the Department of the Air
      Force relating to XXXXXXXXXXXXXXXXXXXXXXXXX, be corrected to show
      that:


                 a.  His Air Force Accommodation Medal Second Oak Leaf
      Cluster; Aerial Achievement Medal Second Oak Leaf Cluster and Third
      Oak Leaf Cluster; and his Meritorious Service Medal First Oak Leaf
      Cluster was accepted for file in his Officer Selection Record on or
      before 1 November 2002.


                 b.  He be allowed to replace his original letter to the
      board with a new letter to include his advanced degree information,
      his promotion zone, and any other pertinent information that may be
      relevant to the board..


           It is further directed that he be considered for promotion to
      the grade of lieutenant colonel by a Special Selection Board for the
      Calendar Year 2002B Lieutenant Colonel Central Selection Board, with
      the corrected record.
