MEMORANDUM OF CONSIDERATION OF APPLICATION BEFORE THE AFBCMR
SUBJECT:
Having carefully reviewed this application, we agree with the
recommendation of the Air Force and adopt the rationale expressed as
the basis for our decision that the applicant has been the victim of
either an error or an injustice. Therefore, under the authority
delegated in AFI 36-2603, the applicant's records will be corrected as
set forth in the accompanying Memorandum for the Chief of Staff signed
by the Executive Director of the Board or his designee.

MEMORANDUM FOR THE CHIEF OF STAFF
Under the authority of Section 1552, Title 10, United States
Code, Air Force Instruction 36-2603, and having assured compliance
with the provisions of the above regulation, the decision of the Air
Force Board for Correction of Military Records is announced, and it is
directed that:
The pertinent military records of the Department of the Air
Force relating to , be corrected to show that:
a. He was awarded the Joint Service Commendation Medal
(JSCM), First Oak Leaf Cluster (1OLC), for the period 23 Jan 98 to
21 Jun 98.
b. On 5 March 2000, he was awarded the Joint Service
Commendation Medal (JSCM), Second Oak Leaf Cluster (2OLC), for the
period 15 September 1999 to 22 December 1999, and it was accepted for
file in his Officer Selection Record on 1 October 2004.
c. On 23 June 2000, he was awarded the JSCM, Third Oak
Leaf Cluster (3OLC), for the period 1 June 1997 to 2 June 2000.
d. He was awarded the JSCM, Fourth Oak Leaf Cluster
(4OLC), for the period 24 September 2001 to 15 November 2001.
It is further directed that he be considered for promotion to
the grade of lieutenant colonel by a Special Selection Board (SSB)
with the corrected record for the Calendar Year 2004B (CY04B)
Lieutenant Colonel Central Selection Board.
