APPLICANT REQUESTS THAT:

Her narrative reason for separation, Personality Disorder, be  corrected  to
reflect Adjustment Disorder.

APPLICANT CONTENDS THAT:

Applicant makes  no  contentions.   In  support  of  her  request  applicant
provided documentation associated with her administrative discharge, and  an
excerpt from AFI 36-3208.  Her complete submission, with attachments, is  at
Exhibit A.

STATEMENT OF FACTS:

Applicant enlisted in the Regular Air Force on 15 Jan 02  in  the  grade  of
airman first class.

On 10  Dec  03,  applicant  was  notified  by  her  commander  that  he  was
recommending she be discharged from the Air Force in  accordance  with  AFPD
36-32 and AFI 36-3208, paragraph 5.11.9.3, Conditions  That  Interfere  with
Military Service, Mental  Disorders,  Adjustment  Disorders.   The  specific
reasons  for  this  action  were,  in  part,   her   non-responsiveness   to
psychological treatment and consistently showing difficulty in  adapting  to
the military environment.  She was advised of her rights in this matter  and
acknowledged receipt of the notification on  11  Dec  03.   She  elected  to
waive her rights to  consult  counsel  and  submit  statements  in  her  own
behalf.  In a legal review of the case, the assistant staff judge  advocate,
found the case legally sufficient and recommended  that  she  be  discharged
with an honorable discharge, without probation and  rehabilitation.   On  29
Dec 03, the  discharge  authority  concurred  with  the  recommendation  and
directed discharge without  probation  and  rehabilitation.   Applicant  was
discharged from the Air Force on 6 Jan 04.  She served 1  year,  11  months,
and 22 days on active duty.

AIR FORCE EVALUATION:

The BCMR Medical Consultant recommends the applicant's narrative  reason  be
changed to "Secretarial Authority."  The Medical Consultant  states  her  DD
Form 214 lists her narrative reason for separation as  Personality  Disorder
even though she was not diagnosed with  a  personality  disorder.   The  DoD
uses  the  term  "personality  disorder"  administratively  to  include  all
unsuiting character and behavior disorders  including  Adjustment  Disorder,
Personality Disorders, and Impulse Control Disorders.   The  Diagnostic  and
Statistical Manual of Mental Disorders uses the term "personality  disorder"
in a specific, defined manner to classify specific disorders of  personality
that do not include Adjustment Disorder of Impulse Control Disorder.   Since
she was not diagnosed with a personality disorder, it is inaccurate to  list
the narrative reason as such, even though administratively  it  is  correct.
The Medical Consultant recommends that  the  reenlistment  eligibility  code
not be changed.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

Applicant's response to the  Air  Force  evaluation,  with  attachments,  is
appended at Exhibit E.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided  by  existing  law  or
regulations.

2.  The application was timely filed.

3.  Sufficient relevant evidence  has  been  presented  to  demonstrate  the
existence of an error or injustice warranting corrective action.   We  agree
with the BCMR Medical Consultant who opines that the  narrative  reason  for
the applicant’s separation is unjust and should be changed.   Therefore,  we
recommend that her records be corrected as indicated below.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air Force relating
to APPLICANT be corrected to show that on 6 January 2004 she was discharged
under the provisions of AFI 36-3208, paragraph 1-2, (Secretarial
Authority), with Separation Program Designator (SPD) Code JFF.

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:

      The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that on 6 January 2004 she
was discharged under the provisions of AFI 36-3208, paragraph 1-2,
(Secretarial Authority), with Separation Program Designator (SPD) Code
JFF.
