APPLICANT REQUESTS THAT:
His records be corrected to show he was awarded the Air Force
Longevity Service Award (AFLSA) and the Air Force Recognition Ribbon
(AFRR).

APPLICANT CONTENDS THAT:
He should be awarded the AFLSA and the AFRR for his Air Force service
and requests his DD Form 214 be updated to reflect corrections of all
eligible awards and decorations.
In support of his request, the applicant submits a personal
statement, a copy of his DD Form 214, Certificate of Release or
Discharge from Active Duty, and excerpts from his military record.

STATEMENT OF FACTS:
The applicant served on active duty from 30 September 1986 to
26 September 1990. He was released from active duty and issued an
honorable discharge after completing his term of service.
His DD Form 214 reflects award of the Air Force Good Conduct Medal,
the Air Force Overseas Ribbon-Long, and the Air Force Training
Ribbon. He served 3 years, 11 months and 27 days of active duty
service.
On 19 May 2005, his records were corrected to reflect award of the
National Defense Service Medal, the USAF NCO Professional Military
Education Graduate Ribbon and the Basic Supply Occupational Badge.
On 16 November 2005, the applicant’s records were updated to reflect
award of the Air Force Outstanding Unit Award with one Oak Leaf
Cluster (AFOUA W/1 OLC).

AIR FORCE EVALUATION:
The AFPC/DPPPR recommends denial. DPPPR states in accordance with
AFI 36-28-3, Table 5.1., the AFLSA is awarded to active duty members
based on an aggregate of four years honorable active military service
with any branch of the US Armed Forces or Reserve components.
Reserve and Guard personnel are credited with the award for each four
years satisfactory military service which is creditable for
retirement. The applicant was listed in the Inactive Reserve from 27
September 1990 to 1 August 1996, which is not creditable towards the
award of AFLSA. Only active reserve time is creditable towards the
AFLSA. The applicant’s discharge certificate dated 26 September 1990
reflects the applicant served 3 years, 11 months and 27 days;
therefore, he is ineligible for this award.
DPPPR states in accordance with AFI 36-2803, Table 5.1., the AFRR is
awarded to certain recipients of Air Force-level special trophies and
awards. There is no documentation in the applicant’s record, and he
did not provide any documentation, to verify that he was the
recipient of an Air Force-level special trophy or award; therefore he
is not eligible for this award.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
30 Dec 05, for review and comment within 30 days. As of this date,
this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of an error or injustice. The applicant has not
submitted nor does his military record have documentation to verify
his eligibility for award of the requested medals. We agree with the
opinions and recommendations of the Air Force office of primary
responsibility and adopt its rationale as the basis for our
conclusion that the applicant has not been the victim of an error or
injustice. Therefore, in the absence of evidence to the contrary, we
find no compelling basis to recommend granting the relief sought in
this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of a material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
