APPLICANT REQUESTS THAT:

His DD Form 214, Certificate of Release or Discharge from Active  Duty
be corrected to reflect award  of  the  Air  Force  Achievement  Medal
(AFAM) for the period 25 June 1984 to 30 November 1986.

APPLICANT CONTENDS THAT:

He earned the AFAM during  his  first  enlistment.   He  was  abruptly
separated from active duty under the Early Separation Program—Strength
Reduction.  At the time of his  separation,  he  was  unaware  of  the
signed medal.  He received the certificate for the decoration  without
the special order via the U.S. postal system in June 1987.  He further
states he can not wear the earned AFAM without the special order.

Applicant's complete submission,  with  attachments,  is  attached  at
Exhibit A.

STATEMENT OF FACTS:

The  applicant  enlisted  in  the  Regular  Air   Force   (RegAF)   on
26 September 1983 and served as an Electric Communications and  Crypto
Equipment Systems Specialist.

His DD Form 214 reflects he was awarded the Small Arms  Expert  Rifle,
Air Force Overseas Long Tour Ribbon, Air Force  Training  Ribbon,  and
the Air Force Good Conduct Medal (AFGCM).

On 26 April 1987, the applicant was  honorably  released  from  active
duty in the grade of sergeant,  under  the  provisions  of  Air  Force
Regulation  (AF)  39-10,  Early  Separation-Strength   Reduction   and
transferred to the Air Force Reserve.

According to  the  office  of  primary  responsibility  the  applicant
returned to active duty in 2001 and is currently serving in the  RegAF
in the rank of staff sergeant.

AIR FORCE EVALUATION:

HQ AFPC/DPPPR states  that  on  16  August  2005,  they  informed  the
applicant that if was still an Active Duty servicemember  of  the  Air
Force he should address his request to the Military  Personnel  Flight
(MPF).  On 17 August 2005, the applicant informed AFPC/DPPPR, that  he
had been an Active Duty  servicemember  from  1983  to  1987  and  was
abruptly  separated  under  the  Early   Separation   Program—Strength
Reduction.  Although the applicant provided an AFAM certificate  there
is no special order to authenticate  the  award  of  the  AFAM.   They
further  state  the  applicant  has  not   provided   any   supporting
documentation to substantiate his request.  Therefore, they  recommend
the requested relief be denied.

A complete copy of the Air Force evaluation is attached at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the  applicant  on
14 October 2005, for  review  and  response.   As  of  this  date,  no
response has been received by this office.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was timely filed.

3.    Sufficient relevant evidence has been presented  to  demonstrate
the existence of an  error  or  an  injustice.   Although  the  orders
awarding the applicant the AFAM are  unavailable,  the  applicant  has
provided a copy  of  the  certificate  awarding  him  the  AFAM.   The
applicant’s record reflects he was awarded several medals and  ribbons
for his excellent service.  We believe it is  possible  the  applicant
was awarded the AFAM for his meritorious  service  while  assigned  in
Croughton, England during the period 25 June 1984 through 30  November
1986 but it was simply not  reflected  on  his  separation  documents.
With  no  basis  to  question  the  applicant’s  integrity,   and   in
recognition of his service to the Nation, it is our opinion  that  any
doubt should be resolved in the applicant's favor.  In view  of  this,
we do not believe the absence of the special orders awarding the  AFAM
should prevent him from receiving the requested relief.  Therefore, we
recommend his records be corrected to the extent indicated below.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the  Department  of  the  Air  Force
relating to APPLICANT, be corrected to show that on 6 April  1987,  he
was awarded the Air Force Achievement Medal  for  meritorious  service
for the period 25 June 1984 through 30 November 1986.

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the
authority of Section 1552, Title 10, United States Code (70A Stat
116) it is directed that:

      The pertinent military records of the Department of the Air
Force relating to        , be corrected to show that on 6 April
1987, he was awarded the Air Force Achievement Medal for meritorious
service for the period 25 June 1984 through 30 November 1986.
