APPLICANT REQUESTS THAT:

He be awarded the Air Force Achievement Medal  (AFAM)  or  the  Air
Force Commendation Medal (AFCM) for his honorable  service  in  the
Air Force.

APPLICANT CONTENDS THAT:

He should have been awarded the AFAM or  AFCM  upon  his  discharge
from the Air Force, as this is common when most who serve honorably
are discharged.  He received high marks on  all  of  his  promotion
evaluations.  During his last year  of  service  he  had  extensive
surgery due to an illness.  He believes this was the reason for the
oversight.

STATEMENT OF FACTS:

The applicant served on active duty in the Regular Air  Force  from
6 Dec 91 to 30 May 95.  On 13 Apr 95, he requested separation  from
active duty to  accept  civilian  employment.   His  DD  Form  214,
Certificate of Release or Discharge from Active Duty,  reflects  he
was awarded the Air Force Training Ribbon, National Defense Service
Medal, Air Force Outstanding Unit Award  and  the  Air  Force  Good
Conduct Medal.

AIR FORCE EVALUATION:

HQ AFPC/DPPPR recommends the application be denied and  states,  in
part, that after a complete  review  of  the  applicant’s  official
military record and the provided documentation, they were unable to
verify a recommendation or award of the requested decorations.

The Secretary of the Air Force authorized  the  AFCM  on  28  March
1958, for award to members of the Armed Forces of the United States
who, while serving  in  any  capacity  with  the  Air  Force  after
24 March 1958, distinguished themselves by meritorious  achievement
and service.

The  AFAM  is  awarded  to  Air  Force  personnel  for  outstanding
achievement or meritorious service rendered specifically on  behalf
of the Air Force.  It may also  be  awarded  for  acts  of  courage
lesser than for award of the AFCM.

Decorations are not automatically awarded  upon  completion  of  an
operational TDY, departure for an  assignment  or  separation  from
active duty.  Decoration recommendations  (AFCM,  AFAM,  etc.)  are
submitted on an individual basis and are a  voluntary  act  on  the
part of the recommending  official.   In  making  the  decision  to
submit  a  decoration  recommendation,  the  recommending  official
determines that no other form of recognition would be appropriate.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

On 24 Jun 05, a copy of the Air Force evaluation was  forwarded  to
the applicant for review and comment within 30 days.   To  date,  a
reply has not been received by this office (Exhibit D).

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided  by  existing
law or regulations.

2.  The application was not timely filed; however,  it  is  in  the
interest of justice to excuse the failure to timely file.

3.  Insufficient  relevant   evidence   has   been   presented   to
demonstrate the existence of error or injustice.  We took notice of
the applicant's complete submission in judging the  merits  of  the
case; however, we agree with the opinion and recommendation of  the
Air Force office of primary responsibility and adopt its  rationale
as the basis for our conclusion that the applicant has not been the
victim of  an  error  or  injustice.   In  addition,  we  note  the
applicant has not provided any documentation from his former  chain
of command substantiating his request.  Therefore, in  the  absence
of evidence to  the  contrary,  we  find  no  compelling  basis  to
recommend granting the relief sought in this application.

THE BOARD DETERMINES THAT:

The applicant be notified  that  the  evidence  presented  did  not
demonstrate the existence of material error or injustice; that  the
application was denied without a personal appearance; and that  the
application will only be reconsidered upon the submission of  newly
discovered relevant evidence not considered with this application.
