RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS
IN THE MATTER OF: DOCKET NUMBERS: BC-2005-00617
INDEX CODE: 131.00
COUNSEL: None
HEARING DESIRED: No
MANDATORY CASE COMPLETION DATE: 6 APR 06
_________________________________________________________________
APPLICANT REQUESTS THAT:
Her records be corrected to change her enlistment grade from E-1 to E-
3.
_________________________________________________________________
APPLICANT CONTENDS THAT:
The recruiter did not enlist her in the correct grade. Based on her
earned college credits she should have been enlisted in the grade of E-
3.
Applicant's complete submission, with attachments, is attached at
Exhibit A.
_________________________________________________________________
STATEMENT OF FACTS:
The applicant enlisted in the Air Force Reserves on 18 November 2003
as an airman basic (AB) for a period of six years. She is currently
serving on active duty as an airman (Amn).
_________________________________________________________________
AIR FORCE EVALUATION:
HQ AFRC/RSS states the applicant was not properly advised on the
criteria to enlist in a higher grade. The applicant had earned enough
college credits to allow her to enlist as an E-2. Therefore, they
recommend the applicant’s records be adjusted to reflect her grade at
the time of enlistment as an E-2.
A complete copy of the evaluation is at Exhibit B.
_________________________________________________________________
APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 6
May 2005, for review and response. As of this date, no response has
been received by this office.
_________________________________________________________________
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The applicant was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of an error or an injustice. The applicant contends
that her recruiter did not counsel her on the benefits of having
college credits which could have resulted in her enlisting in a higher
grade. At the time of her enlistment, the applicant had a cumulative
total of 30 quarter hours of college credit. In accordance with Air
Force policy an individual who has completed 20 semester or 30 quarter
hours of college credit is eligible to enter active duty in the grade
of E-2. Therefore, based on the documentation provided, we agree with
the opinion and recommendation of the Air Force and adopt its
rationale as the basis for our decision. The applicant has not
provided sufficient documentation to support her contention that she
should have enlisted as an airman first class (E-3). We recommend
that the applicant’s records be corrected to extent indicated below.
_________________________________________________________________
THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected to show that:
a. She enlisted in the Air Force Reserve on 18 November
2003, for a period of six years, in the grade of airman (E-2), rather
than airman basic (E-1).
b. She was promoted to the Reserve grade of airman first
class (E-3) effective and with a date of rank of 23 September 2004 and
to the Reserve grade of senior airman (E-4) effective and with a date
of rank of 1 July 2005.

DPM states that the transcript provided reflects 52 quarters at the time of enlistment. We took notice of the applicant's complete submission in judging the merits of the case; however, the transcripts provided by the applicant reflect that upon the date of her enlistment she had completed only 52 quarter hours. Therefore, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt their rationale as the basis for our conclusion that the...
