APPLICANT REQUESTS THAT:
Her enlistment rank be corrected to reflect Airman First Class (A1C/E-
3).

APPLICANT CONTENDS THAT:
An honest mistake was made when she enlisted. Because she enlisted
with over 60 hours of college credit, she should have been enlisted as
an A1C.
In support of her appeal, the applicant has provided a copy of an
unofficial college transcript.

STATEMENT OF FACTS:
Applicant enlisted in the Arkansas Air National Guard (ARANG) on 1
March 2003 in the grade of Airman Basic (AB/E-1). Her official
college transcript shows she earned 62-quarter hours at the completion
of the fall 2002 term.

AIR FORCE EVALUATION:
ANG/DPPI cites ANG Instruction (ANGI) 36-2002, Enlistment and
Reenlistment in the Air National Guard and as a Reserve of the Air
Force, wherein it is stated “If applicant…has at least 30 but less
than 67 quarter-hours of accredited junior college/college credits,
the enlistment grade authorized is E-2.” Therefore, although she did
not meet the requirements to enlist as an E-3, she should have been
enlisted as an E-2 (Airman). After careful review DPPI recommends her
record be changed to show she was enlisted as an Airman (Amn/E-2).

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
19 March 2004 for review and comment within 30 days. As of this date,
no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinion and recommendation of the Air
National Guard office of primary responsibility and adopt their
rationale as the basis for our conclusion that the applicant has not
been the victim of an error or injustice. She did not earn the 67-
quarter hours prior to her enlistment, required by regulation, to
enlist at the grade of A1C. Therefore, in the absence of evidence to
the contrary, we find no compelling basis to recommend granting the
relief sought in this application.
4. The above notwithstanding, the Air National Guard OPR has found
that, based on the quarter hours she had earned at the time of her
enlistment, she should have been enlisted as an Airman and not an
Airman Basic. We agree with their finding and therefore recommend
that the records be corrected as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected to show that on 1 March 2003, she
was enlisted in the Arkansas Air National Guard in the grade of
Airman, rather than Airman Basic.

MEMORANDUM FOR THE CHIEF OF STAFF
Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air
Force relating to APPLICANT, be corrected to show that on 1 March
2003, she enlisted in the Arkansas Air National Guard in the grade of
Airman, rather than Airman Basic.

After reviewing the evidence of record, we believe that the applicant's enlistment in the Air National Guard in the grade of Airman Basic was in accordance with ANGI 36-2002.
