APPLICANT REQUESTS THAT:
Her enlistment documents be corrected to reflect that she enlisted in the
grade of E-3, rather than E-2.

APPLICANT CONTENDS THAT:
Her official transcripts were not provided at the time of her enlistment.
In support of her request, applicant provided a copy of her college
transcripts, her DD Form 214, and her enlistment contract. Her complete
submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:
Applicant enlisted in the Air Force Reserve on 12 May 03 in the grade of E-
2 for a period of 6 years.

AIR FORCE EVALUATION:
AFRC/DPM recommends denial. DPM states that the transcript provided
reflects 52 quarters at the time of enlistment. In accordance with AFRCI
36-2001, 67 or more quarter hours are required for enlistment in the grade
of E-3. The DPM evaluation is at Exhibit B.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 26 Nov
03 for review and comment within 30 days. As of this date, this office has
received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. We took notice of the applicant's
complete submission in judging the merits of the case; however, the
transcripts provided by the applicant reflect that upon the date of her
enlistment she had completed only 52 quarter hours. In accordance with the
appropriate directives, in order to enlist in the grade of airman first
class (E-3), she must have completed 67 or more quarter hours. Therefore,
we agree with the opinion and recommendation of the Air Force office of
primary responsibility and adopt their rationale as the basis for our
conclusion that the applicant has not been the victim of an error or
injustice. In the absence of evidence to the contrary, we find no
compelling basis to recommend granting the relief sought in this
application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.

The above notwithstanding, the Air National Guard OPR has found that, based on the quarter hours she had earned at the time of her enlistment, she should have been enlisted as an Airman and not an Airman Basic.
