APPLICANT REQUESTS THAT:

Her Air Force date of rank (DOR) to the grade of airman first class  (A1C)
(E-3) be corrected to 1 January 1999.

APPLICANT CONTENDS THAT:

Her current DOR to A1C is incorrect because it  should  include  her  time
spent as an E-3 in the Army Reserve.

In support of her application, the applicant provides copies of two  Leave
and Earnings Statements (LES) while participating  in  the  Army  Reserve,
reflecting her grade as E-3; an  order  amendment,  dated  9  April  2003,
reflecting her Army grade as private second class (E-2) on 31 July 2000; e-
mail between the applicant and the  Army  Records  Center  concerning  her
records; and a letter from the National Personnel Records Center, dated 12
April 2004.  The applicant’s complete submission, with attachments, is  at
Exhibit A.

STATEMENT OF FACTS:

According to the Air Force Personnel Data System, on 2 September  2003,  the
applicant enlisted in the Air Force Reserve for a period  of  six  years  in
the grade of airman (E-2), with a date of rank of 16  September  1997.   She
has been  progressively  promoted  to  the  rank  of  senior  airman  (E-4),
effective and with a DOR of 1 July 2004.

AIR FORCE EVALUATION:

AFRC/DPM recommends the application be denied.   DPM  states  the  applicant
has been promoted consistent with the Air  Force  Reserve  promotion  cycles
appropriate to her circumstance.  DPM  confirms  she  enlisted  in  the  Air
Force Reserve on 2 September 2003 as an Airman (E-2) with her  DOR  adjusted
to 16 February 1997.  Based on her DOR as an airman,  she  was  promoted  to
A1C (E-3), effective 1 November 2003.  DPM states the  applicant  has  since
been promoted to the grade of senior airman (E-4) effective 1 July 2004.  It
is  DPM’s  opinion  that  the  applicant  has   not   provided   appropriate
documentation to substantiate her request and suggests that she contact  the
Department of the Army to assist in obtaining such documentation.   The  DPM
evaluation is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to  the  applicant  on  3
September 2004 for review and response within 30 days.  As of  this  date,
this office has received no response.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided  by  existing  law  or
regulations.

2.  The application was timely filed.

3.  Sufficient relevant evidence  has  been  presented  to  demonstrate  the
existence of an error or injustice.  We note that the Army  Human  Resources
Command  (HRC)  has  indicated  that  the  Army  Reserve  does  not  produce
promotion  orders  for  promotions  under  the  grade  of  sergeant   (E-5).
Instead, they record Army Reserve promotions under the grade of sergeant (E-
5)  on  a  Department  of  the  Army  (DA)  Form  4187,  Personnel   Action.
Unfortunately, the Army HRC was not able to locate the applicant’s  DA  Form
4187 for her promotion to the grade of  private  first  class  (PFC)  (E-3).
However, they were able to verify that the applicant  was  promoted  to  PFC
between 16 August 1999 and 8 July 2000.  We believe it is  an  injustice  to
the applicant was given no credit for the time she previously served in  the
Army in the grade of E-3.  Absent documentation verifying  the  actual  date
she was promoted or more specific information related to the  reason(s)  for
her apparent demotion in the Army,  we  are  not  inclined  to  correct  her
record to show a 1999 DOR to E-3.  In our estimation, by  changing  her  DOR
to E-3 to the latest confirmed  date  of  a  promotion  to  that  grade,  as
indicated by the Army HRC, based on  the  evidence  provided,  she  will  be
provided appropriate relief.  Accordingly, it is our opinion the records  be
corrected as indicated below.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air  Force  relating
to APPLICANT be corrected to show that on 2 September 2003, she enlisted  in
the Air Force Reserve in the grade of airman first class,  with  a  date  of
rank of 8 July 2000, rather than in the grade of  airman,  with  a  date  of
rank of 16 February 1997.

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:


            The pertinent military records of the Department of the Air
Force relating to XXXXXXXXXXXXXXXXXXXXXXXX, be corrected to show that she
was promoted to the grade of airman first class, effective and with a date
of rank of 8 July 2000.
