APPLICANT REQUESTS THAT:
Her record, to include an accurate career history brief, citation to
accompany award of the Meritorious Service Medal, First Oak Leaf Cluster
(MSM, 1 OLC), and the Officer Performance Report (OPR), closing 12 January
2004, be considered by a Special Selection Board (SSB) for the Calendar
Year 2004A (CY04A) Lieutenant Colonel Central Selection Board.

THE APPLICANT CONTENDS THAT:
Through no fault of her own, her most recent performance report and
decoration were omitted from her selection record, which created an
erroneous picture of her overall career and performance.
Months prior to the board convening, she completed a Permanent Change of
Station (PCS) and accomplished an over-the-phone records review with the
Air Force Personnel Center (AFPC). At that time, she discovered her
records were incomplete. She contacted her Military Personnel Flight (MPF)
to correct her career history, and her previous commander to inquire about
her OPR and end-of-tour decoration. Despite her efforts, her record was
incomplete/inaccurate at the time she was considered for promotion by the
CY04A board.
In support of the appeal, applicant submits a copy of her Officer Selection
Brief (OSB), duty history, 12 January 2004 OPR, and the MSM, 1 OLC special
orders and citation.

STATEMENT OF FACTS:
Applicant was considered and not selected for promotion to the grade of
lieutenant colonel by the CY04A board.

AIR FORCE EVALUATION:
AFPC/DPPPO recommends the application be denied and states, in part, that
based on AFPC/DPPBR1’s Memorandum for Record, dated 3 January 2005, the
alleged missing documents were filed in her record for the board.
Furthermore, the alleged missing duty title was reflected on her PRF and
OPRs, closing 12 January 2004 and 14 March 2003.
The AFPC/DPPPO evaluation, with attachments, is at Exhibit C.

APPLICANT’S REVIEW OF AIR FORCE EVALUATION:
A complete copy of the Air Force evaluation was forwarded to the applicant
on 14 January 2005 for review and response within 30 days. However, as of
this date, this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. We took notice of the applicant's
complete submission in judging the merits of the case; however, we agree
with the opinion and recommendation of the Air Force office of primary
responsibility and adopt its rationale as the basis for our conclusion that
the applicant has not been the victim of an error or injustice. Therefore,
in the absence of evidence to the contrary, we find no compelling basis to
recommend granting the relief sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
