APPLICANT REQUESTS THAT:
1. Her Officer Performance Report (OPR) closing 30 May 05, be placed in
her Calendar Year 2005A (CY05A) Officer Selection Record (OSR).
2. She receive Special Selection Board (SSB) consideration for
promotion to the grade of lieutenant colonel by the CY05A Nurse
Corps Lieutenant Colonel Central Selection Board.

APPLICANT CONTENDS THAT:
She was assured that if the 30 May 05 OPR was in the system it would be
placed in her OSR. Her Commander's Support Staff informed her on 26 Jun
05, that the OPR was in the system. During non-select counseling she was
informed that the most recent OPR in her OSR was the OPR closing 30 May 04.
In support of her request, applicant provided a copy of the 30 May 05 OPR,
a SURF, and a supporting statement from her commander. Her complete
submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:
Applicant entered active duty on 22 Aug 88. She was progressively promoted
to the grade of major, having assumed that grade effective and with a date
of rank of 1 Jul 01. She was considered and not selected for promotion to
the grade of lieutenant colonel by the CY05A Lieutenant Colonel Central
Selection Board which convened on 6 Jul 05.

AIR FORCE EVALUATION:
AFPC/DPPPO recommends denial. DPPPO states AFI 36-2501, Officer Promotions
and Selective Continuation, states OPRs on EAD officers are due at HQ AFPC
no later than 60 days following closeout of the report. The contested OPR
was not required to be on file until 30 Jul 05. Inclusion of reports that
were not required to be in the OSR as the basis for SSB consideration would
be unfair to other officers who had reports close out less than 60 days
from the promotion board, and whose reports may not have been expedited by
their rating chains. In addition, each officer eligible for promotion
consideration is advised of the entitlement to communicate with the board
president. The applicant could have used this means to inform the board
president of the accomplishments covered in the 30 May 05 OPR. However,
she elected not to exercise this entitlement. The DPPPO evaluation is at
Exhibit A.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Applicant reiterates that on 1 Jun 05 she visited AFPC for a records review
and noticed the 2005 OPR was not in her OSR. She was advised by the staff
member that it was not in the system and she needed to ensure it gets into
the system. She was told once it was updated it would be placed in her
OSR. She tracked the OPR for two weeks and her MPF confirmed it was in the
system. She did not feel a need to write a letter to the board because she
assumed the OPR had closed out and had been submitted prior to her visit to
AFPC. She was then assured that she had taken the necessary action from
her home station. Her complete response, with attachments, is at Exhibit

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. In this respect, the applicant requests
her OPR closing 30 May 05 be included in her CY05 OSR and she receive SSB
consideration for promotion to the grade of lieutenant colonel. The Board
majority notes that the contested report closed on 30 May 05, was signed by
her rater on 13 Jun 05, by the additional rater on 14 Jun 05, and by the
reviewer on 21 Jun 05. Thus, it appears to the Board majority that
considerable effort was made on the part of her rating chain to ensure the
OPR would be made available for consideration prior to the convening of the
6 Jul 05 selection board. The Board majority believes that every
reasonable effort was made by the applicant to ensure the report was in her
OSR, but through no fault of her own, the report was not forwarded in a
timely manner. In view of the above, the Board majority recommends the
applicant's record be corrected to show that the contested OPR was accepted
for file in her OSR prior to the convening of the CY05 selection board and
that her corrected record be placed before an SSB for consideration.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT be corrected to show that her AF IMT 707A, Field Grade Officer
Performance Report (OPR), rendered for the period 31 May 2004 through 30
May 2005, was accepted for file in her Officer Selection Record on 1 July
2005.
It is further recommended that her record, to include the above OPR, be
considered for promotion to the grade of lieutenant colonel by a Special
Selection Board for the Calendar Year 2005A Central Lieutenant Colonel
Selection Board.

MEMORANDUM FOR THE CHIEF OF STAFF
Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that her AF IMT 707A, Field
Grade Officer Performance Report (OPR), rendered for the period 31 May 2004
through 30 May 2005, was accepted for file in her Officer Selection Record
on 1 July 2005.
It is further directed that her record, to include the above OPR, be
considered for promotion to the grade of lieutenant colonel by a Special
Selection Board for the Calendar Year 2005A Central Lieutenant Colonel
Selection Board.
