APPLICANT REQUESTS THAT:
His duty title on his officer performance report (OPR) closing
1 APR 05 and his Meritorious Service Medal (MSM) (Second Oak Leaf
Cluster (2OLC) citation, with a change to the beginning date on his
MSM (2OLC) citation be corrected and that his corrected record be
considered for promotion to the grade of lieutenant colonel by
Special Selection Board (SSB) for the CY05A (6 Jul 05) (P0505A)
Lieutenant Colonel Central Selection Board (CSB).

APPLICANT CONTENDS THAT:
The duty title reflected on his OPR closing 1 Apr 05 and on his MSM
(2OLC) citation did not match the duty title entry reflected in the
assignment history block on his OSB. He also contends that the
beginning date on his MSM (2OLC) citation was incorrect. He
believes this and other errors on his OSB could have confused the
board members reviewing his record in the promotion selection
process.

STATEMENT OF FACTS:
The applicant is currently serving in the grade of major, with an
effective date and date of rank of 1 Jan 01, and a duty title of
Delivery Control Officer.
Applicant was nonselected for promotion by the CY04B (12 Jul 04),
the (CY05A) (6 Jul 05), and the CY06A (13 Mar 06) Lieutenant
Colonel CSBs.

AIR FORCE EVALUATION:
HQ AFPC/DPPPO recommended denial. The applicant filed an appeal
under the provisions of AFI 36-2401, Correcting Officer and
Enlisted Evaluations Reports. The Evaluation Reports Appeal Board
(ERAB) determined that the duty title on his 1 Apr 05 OPR was
incorrect. Therefore, the Evaluation Programs Branch corrected the
OPR to reflect Chief, Operations Division. However, they denied
his request for SSB consideration based on this change.
Eligible officers meeting CSBs are given officer preselection
briefs (OPBs) 90 – 100 days prior to the board. The OPB contains
the same data that will appear on the OSB at the central board.
Furthermore, the instructions attached to the OPB instruct the
officer to carefully examine his record for completeness and
accuracy. If any errors are found, corrective action must be taken
prior to the selection board, not after. The applicant has not
provided any evidence to that action was taken prior to the board
to correct the errors on his OSB and citation.
Although the MSM (2OLC) was not reflected on his OSB, the citation
was available to the board members and they were able to factor it
into the promotion process. Updating his P0505A OSB to include the
decoration would not introduce any new information not already
considered by the board.
After a careful review of the application, they found that the
applicant did not exercise reasonable diligence in maintaining his
record.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
In his response to the evaluation, the applicant provided letters
of support from his former and present rater substantiating his
belief that he provided reasonable diligence in correcting his OPR
closing 1 Apr 05 and his MSM 2OLC.
In support of his appeal, applicant provided a personal statement,
letters of support from his former and present rater, and other
support documentation.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of error or injustice warranting favorable action on
the applicant’s request. In this regard, we noted the letters of
support from the applicant’s former and current rater, indicating
that the applicant exercised reasonable diligence in trying to
ensure that his OPR and MSM 2OLC were included in his record prior
to the promotion board; however, based on events beyond his control
his promotion file was not completely accurate when reviewed by the
promotion board. Although, we cannot determine with any certainty
how the applicant’s incomplete promotion record was perceived by
the selection board members vested with discretionary authority to
make the selections of eligible candidates for promotion, we
believe the applicant applied due diligence in ensuring a complete
and accurate record was prepared for the promotion board’s review.
Therefore, having no reason to question the facts as stated by the
letters of support on the applicant’s behalf, we do not believe the
applicant should be penalized for events that were beyond his
control. Accordingly, we recommend that his corrected record be
considered for promotion to the grade of lieutenant colonel by
Special Selection Board for the CY05A Lieutenant Colonel Central
Selection Board and any subsequent boards to which he is entitled
based on the corrected record.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that:
a. His OSB prepared for the P0505A Selection Board,
Assignment History Section, be corrected to reflect, effective
2 November 2004, Command Level “CMHQ” rather than “W/B;” effective
2 May 2005, his Major Command Level, be corrected to reflect “ACC”
rather than “AFE,” his Organization Level be corrected to reflect
“ACC Air Operations” rather than “USAFE INSP,” and his Unit Level
be corrected to reflect “SQ” rather than “FLT.”
b. His Meritorious Service Medal, 2OLC be corrected to
reflect a Duty Title, “Chief of Operations Division,” rather than
“Chief of Airlift Operations,” and the period of service be changed
to “15 May 2002 to 30 April 2005” rather than “3 January 2003 to
30 April 2005;” and that the citation was accepted for file on
1 July 2005.
It is further recommended that the corrected record,
including the corrected AF IMT 707A Field Grade Officer Performance
Report closing 1 April 2005, which reflect a Duty Title of “Chief,
Operation Division,” be considered for promotion to the grade of
lieutenant colonel by a Special Selection Board (SSB) for the
Calendar Year (CY) CY05A Lieutenant Colonel Central Selection Board
and any subsequent boards for which the above corrections were not
a matter of record.

Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the
authority of Section 1552, Title 10, United States Code (70A Stat
116), it is directed that:
The pertinent military records of the Department of the Air
Force relating to XXXXXXX, XXXXXXX, be corrected to show that:
a. His OSB prepared for the P0505A Selection Board,
Assignment History Section, be corrected to reflect, effective
