APPLICANT REQUESTS THAT:
His Duty Air Force Specialty Code (DAFSC) for the period 11 August 1993 to
10 August 1994 be changed from “31P3” to “13B1E,” his DAFSC for the periods
11 August 1994 to 16 February 1995 and 17 February 1995 to 30 June 1996 be
changed from “31P3” to “13B3E;” and, he be considered by a Special
Selection Board (SSB) for promotion by the CY99B Lieutenant Colonel (LtCol)
Central Selection Board (CSB).

APPLICANT CONTENDS THAT:
An injustice occurred when his three years of operational experience was
not properly credited in his duty history by awarding him the 13B1E and
13B3E DAFSCs. Operational experience for a support officer is the
exception rather than the rule and “counts extra;” therefore, once his
DAFSCs are corrected, he should be given SSB consideration for the CY99B
LtCol CSB.
In support of his application, the applicant provides copies of his Officer
Selection Brief (OSB) for board P0599B; an excerpt of AFI 36-2101; an
excerpt of AFMAN 36-2105; AF Form 1256, Certificate of Training; his
Officer Performance Report (OPR) closing 1 April 1994; and a supporting
statement from the Air Force Space Command 1C3 Functional Manager. The
applicant’s complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:
The applicant is currently serving on active duty in the grade of major
with a date of rank of 1 June 1996 and a Total Active Federal Military
Service Date (TAFMSD) of 19 March 1980.
The applicant was considered and not selected for promotion to the grade of
lieutenant colonel by the CY99B, CY00A, CY01B, CY02B, CY03A, and CY04B
LtCol CSBs, which convened on 30 November 1999, 28 November 2000, 5
November 2001, 12 November 2002, 8 July 2003, and 12 July 2004
respectively.
The following is a resume of his OPR ratings commencing with the report
closing 30 December 1991:

The applicant’s OSB that met the CY0599B LtCol CSB, reflected his DAFSC and
duty title effective 11 August 1993, 1 July 1994, and 16 February 1995 as
31P3, Chief of Security Police and Emergency Actions Officer (EAO).
On 8 January 2002, the Air Force Board for Corrections of Military Records
(AFBCMR) considered and approved the applicant’s request for SSB
consideration by the CY99B and CY00A LtCol CSBs after adding his Air Force
Meritorious Service Medal (AFMSM) First Oak Leaf Cluster (1OLC) to his
Officer Selection Record (OSR) for those boards. The applicant was not
selected for promotion to LtCol as a result of either SSB consideration.

AIR FORCE EVALUATION:
AFPC/DPASB recommends denial of the applicant’s request. DPASB states the
applicant filled a 31P authorization while assigned to Vokel Air Base,
Netherlands, and his duty title was Chief of Security Police and EAO. The
security forces assignment manager handles this position as a 31P
opportunity. All current and past members at similar Munitions Support
Squadrons carry the 31P DAFSC and duty title. It is DPASB’s opinion that
there is no reason to change the applicant’s DAFSC when he was clearly
hired to do a 31P job and his OPRs state 31P3 as his DAFSC. The DPASB
evaluation is at Exhibit C.
AFPC/DPPPO concurs with the findings from DPASB and recommends denying the
applicant’s request for SSB consideration. The AFPC/DPPPO evaluation is at
Exhibit D.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
His duty in the command post being his primary duty should not be in
question as it was; in fact, his primary duty for the periods in question.
In addition, his position authorization was carried on the command post’s
Unit Manning Document. Based on the criteria in place at the time, his
command post service qualifies him for award of the 13B1E and 13B3E
DAFSCs. DPASB’s attempt to trivialize his command post duty is
contradicted by AFPC’s own web site, at which AFPC’s Academic and Special
Utilization Branch solicits volunteers for command post duty as a “breadth
of experience” opportunity. He is both perplexed and disappointed that
AFPC would openly oppose his application for correction and follow-on SSB
consideration. The applicant’s review, with attachment, is at Exhibit F.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of probable error or injustice. After reviewing the evidence of
record, we are not persuaded that the applicant has been the victim of an
error or injustice. The applicant has requested SSB consideration based on
correcting his DAFSC to reflect his command post duty while he was assigned
as Chief Security Police and EAO. We note the Air Force Office of Primary
Responsibility states that the applicant was not treated any differently
than any other member in his same situation (“All current and past members
at similar MUNS Squadrons carry the 31P DAFSC and duty title”). We are
unpersuaded that the DAFSC reflected on his OSB and OPRs was listed
incorrectly. In view of the above, we have no basis on which to favorably
consider the applicant’s request.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
