APPLICANT REQUESTS THAT:
The Presidential Unit Citation (PUC) be added to the Report of Separation
from Active Duty, DD Form 214, issued in conjunction with his 8 February
1971 release from active duty.

THE APPLICANT CONTENDS THAT:
He is entitled to the PUC as a result of being assigned to Detachment 1,
377th Air Base Wing, Security Police Section.
In support of the appeal, applicant submits a copy of his DD Form 214.
Applicant’s complete submission is at Exhibit A.

STATEMENT OF FACTS:
The applicant is a former Air Force member who served on active duty from 8
February 1971 to 16 May 1974, which includes Vietnam service during the
period 10 November 1971 to 24 November 1972.

AIR FORCE EVALUATION:
AFPC/DPPPR recommends the application be denied since the applicant’s unit
was not awarded the PUC. Although he states he was assigned to the 377th
Air Base Wing, his records indicate he was assigned to the 6251st Air Base
Squadron. Regardless, neither unit received the PUC. In addition, his
records have been reviewed on four separate occasions, and all additional
unit and individual awards and decorations have already been added to his
DD Form 214.

APPLICANT’S REVIEW OF AIR FORCE EVALUATION:
A complete copy of the Air Force evaluation was forwarded to the applicant
on 16 January 2004, for review and response within 30 days. However, as of
this date, this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice to warrant correcting his records to show
that he is entitled to the Presidential Unit Citation (PUC). The applicant
also requested that his DD Form 214 be amended to include his completion of
the Security Police Combat Prepardedness (sic) Course; however, his DD Form
214 has been administratively corrected to reflect that he completed the
Security Police Combat Preparedness Course. After a thorough review of the
evidence of record and applicant’s submission, we are not persuaded that he
was assigned to a unit that was awarded the PUC. The applicant has failed
to sustain his burden that he has suffered either an error or an injustice.
Hence, we find no compelling basis to recommend granting the relief
sought.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.

On 21 November 2001, the Board considered applicant’s request to be awarded the Medal of Honor for his actions on 10 September 1972. There is no documentation in applicant’s military records to indicate that he was recommended for, or awarded, any decoration for heroism. They indicated there is no evidence the applicant was assigned to any unit which was awarded the PUC. An individual is only entitled to share in a unit award of the unit to which he/she is assigned during the unit award period. Therefore, since he was not assigned to any unit awarded the PUC, he is not eligible to share in the PUC awarded to other units.
