APPLICANT REQUESTS THAT:
His records be corrected to reflect award of the Air Force Training
Ribbon, Air Force NCO Professional Military Education Ribbon, Air
Force Short Tour Overseas Ribbon and the Air Force Recognition Ribbon.

He has earned these awards.
In support of his request, applicant submits a personal statement and
a copy of a Certificate of Merit.

STATEMENT OF FACTS:
Applicant’s available records reflect that he served on active duty
from 15 June 1977 through 9 June 1981. On 27 Feb 1981, he was
notified by his commander of his intent to impose nonjudicial
punishment for violating a regulation by removing his weapon from his
holster when having no lawful need to do so. He was ordered to
forfeit $75.00 and restricted to the limits of the base for 30 days.
His enlisted performance report and supplemental evaluation sheet for
the periods 22 August 1980 through 17 May 1981 had him assigned to the
51st Security Police Squadron, Osan Air Base, Korea. His enlisted
performance reports from 15 June 1977 through 31 March 1980 show he
was assigned to the 509th Security Police Squadron, Pease Air Force
Base, New Hampshire. He separated on 9 June 1981.

AIR FORCE EVALUATION:
AFPC/DPPPR recommended the applicant's request be administratively
closed due to insufficient documentation and information needed to
process the case. There is no documentation to verify any awards the
applicant might have earned while on active duty without his DD Form
214 and the necessary documentation to substantiate his claims.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
16 June 2003 for review and comment within 30 days. As of this date,
no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of an error or injustice. The applicant has not
submitted nor does his military records have documentation to verify
any awards he may have earned while on active duty. Therefore, we
agree with the opinion and recommendation of the Air Force office of
primary responsibility and adopt their rationale as the basis for our
conclusion that the applicant has not been the victim of an error or
injustice. Therefore, in the absence of evidence to the contrary, we
find no compelling basis to recommend granting the relief sought in
this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of an material error or injustice; that
the application was denied without a personal appearance; and that
the application will only be reconsidered upon the submission of
newly discovered relevant evidence no considered with this
application.
