APPLICANT REQUESTS THAT:

His DD Form 214, Armed Forces of the United States  Report  of  Transfer  or
Discharge, be changed in item 25a, Specialty Number and  Title,  to  reflect
an Air Force Specialty Code (AFSC) of 43230,  Jet  Engine  Mechanic,  rather
than 70250, Admin Clerk.

APPLICANT CONTENDS THAT:

He believes his AFSC is in error.

STATEMENT OF FACTS:

Applicant’s military personnel records were destroyed by  fire  in  1973  at
the  National  Personnel  Record  Center  (NPRC).   Therefore,   the   facts
surrounding his claim that his AFSC is in error cannot be  verified.   Also,
there are no medical records with the applicant’s name on file at the VA.

On 7 August 1951, the applicant enlisted in the  Regular  Air  Force  for  a
period of four years.

On 20 November 1956, the applicant was honorably discharged in the grade  of
airman first class, under the provisions of AFR 39-10,  Expiration  of  Term
of Service.  He served four years of total active duty service.

The applicant’s DD Form 214 reflects an AFSC of 70250, Admin Clerk.

AIR FORCE EVALUATION:

AFPC/DPPAC recommended denial, indicating the applicant did not provide  any
documentation to substantiate his request.  During the review process,  they
determined based on available records,  it  was  not  possible  to  properly
evaluate his claim.  The applicant was asked  to  provide  documentation  to
substantiate he was properly awarded AFSC 43230, Jet  Engine  Mechanic,  and
possessed it as an awarded AFSC at the time  of  discharge.   The  applicant
did not  respond  or  provide  evidence/documentation  to  substantiate  his
claim.  Available records provide no justification or information to  refute
that applicant’s AFSC is incorrect as reflected on his  DD  Form  214,  item
25a.  Although applicant’s DD Form 214 reflects  he  completed  an  aircraft
maintenance course, that alone does not substantiate AFSC 43230, Jet  Engine
Mechanic, was his awarded AFSC at the time of discharge.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

On 24 September 2004, a copy of the Air Force evaluation  was  forwarded  to
the applicant for review and response within 30 days.  As of this  date,  no
response has been received by this office.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies provided by existing  law  or
regulations.

2.    The application was not timely filed; however, it is in  the  interest
of justice to excuse the failure to timely file.

3.    Insufficient relevant evidence has been presented to  demonstrate  the
existence of an error or an injustice.   The  applicant  contends  the  AFSC
reflected on his DD Form 214 70250 - Admin Clerk, is  in  error  and  should
reflect 43230 - Jet  Engine  Mechanic.   The  Board  notes  the  applicant’s
military personnel records were destroyed by  fire  in  1973  at  the  NPRC.
Therefore, the facts surrounding his claim that his AFSC is in error  cannot
be  verified.   The  Board  notes  the  applicant  completed   an   aircraft
maintenance course; however, he did not respond  to  a  request  to  provide
official documents supporting his claim that he  was  awarded  the  AFSC  of
43230 at the time of his discharge.  Further, based on  the  presumption  of
regularity in the conduct of government affairs and without evidence to  the
contrary, we must assume the applicant’s AFSC  upon  separation  was  proper
and in compliance with appropriate directives.  Therefore,  in  the  absence
of evidence to the contrary,  we  find  no  compelling  basis  to  recommend
granting the relief sought.

THE BOARD DETERMINES THAT:

The applicant be notified the evidence presented  did  not  demonstrate  the
existence of an error or an injustice; the application was denied without  a
personal appearance; and the application will only be reconsidered upon  the
submission of newly discovered relevant evidence not  considered  with  this
application.
