APPLICANT CONTENDS THAT:
She was promoted on 1 Nov 03 but her promotion was withdrawn due to
administrative and system errors.

STATEMENT OF FACTS:
Data extracted from the personnel data system reflects that she served on
active duty for approximately 10 years and entered the Air Force Reserves
on 15 Apr 94. She currently has 18 years of satisfactory Federal service.
She was promoted to the grade of master sergeant effective and with a date
of rank of 1 Mar 04.

AIR FORCE EVALUATION:
ARPC/DPB recommends denial. DPB states AFI 36-2502 requires that as of the
last day of the month prior to promotion, a member meet all eligibility
conditions and be assigned to a higher graded position for promotion. Her
commander recommended her for promotion and her promotion was approved.
However, as of 31 Oct 03, the personnel data system showed she was assigned
to an E-6 position. The system did show her in a higher graded position
effective January 2004. Her promotion became effective 1 Mar 04 during the
next available promotion cycle. She did not meet all the eligibility
requirements at the time for promotion. Verification of her position
upgrade in January made her eligible for promotion effective 1 Mar 04. The
DPB evaluation is at Exhibit B.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
In response to the Air Force evaluation applicant provided documentation
extracted from the military pay and personnel system, Leave and Earning
Statements, a statement from the Reserve Affairs Officer. Her complete
response is at Exhibit D.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. The applicant is requesting that her date
of rank to the grade of master sergeant be changed to 1 Nov 03. However,
according to the applicable Air Force Instruction, one of the requirements
for her to assume that grade is assignment to the higher graded position as
of the last day of the month prior to the promotion month. While
statements provided indicate that an E-7 billet was approved in June 2003,
it appears that she was not actually placed in that position until January
2004, making her eligible for promotion on 1 Mar 04. Therefore, it appears
that since she did not meet all the requirements for promotion until
January 2004, she is not eligible for the earlier requested promotion date.
Accordingly, we agree with the Air Force office of primary responsibility
and we adopt their rationale as the basis for our conclusion that she has
not been the victim of an error or injustice. In the absence of evidence
to the contrary, we find no compelling basis to recommend granting the
relief sought in this application.

The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
