APPLICANT REQUESTS THAT:
He be provided the opportunity to make a Career Status Bonus (CSB)
election.

APPLICANT CONTENDS THAT:
Because he was assigned to a tenant unit without a Commander’s Support
Staff, the opportunity to accept or decline CSB was never given to him.
In support of his request, applicant provided an email communiqué. His
complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:
Applicant contracted his initial enlistment in the Regular Air Force on 19
Feb 87. He has been progressively promoted to the grade of master
sergeant, having assumed that grade effective and with a date of rank of 1
Dec 01. His window of opportunity to make a CSB election began on 19 Aug
01 and ended 18 Feb 03. He submitted a DD Form 2839, Career Status Bonus
Election, on 24 Mar 04. His request was disapproved.

AIR FORCE EVALUATION:
AFPC/DPPRR recommends denial. DPPRR states based on Air Force policy, his
window of opportunity is past and he is no longer eligible for the program.
When he did submit an election option, his request was disapproved. He
provided no information as to whether he inquired to his servicing Military
Personnel Flight regarding CSB eligibility at anytime in the past two
years. His
request was handled properly. Information and criteria for this program is
available through many sources. The DPPRR evaluation is at Exhibit B.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 30 Apr
04 for review and comment within 30 days. As of this date, this office has
received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. In this respect, based on the available
evidence of record, it appears that the applicant was not counseled by
Commander’s Support Staff personnel regarding his retirement options. With
the appropriate counseling we believe that he would have rendered a CSB
election. We believe the applicant has established reasonable doubt as to
whether or not he was offered a CSB election, and further we believe that
any reasonable doubt in this matter should be resolved in his favor.
Therefore, we recommend his records be corrected as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT be corrected to show that on 18 February 2002, he elected to
receive the Career Status Bonus.

MEMORANDUM FOR THE CHIEF OF STAFF
Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that on 18 February 2002, he
elected to receive the Career Status Bonus.
