Her home of record (HOR) be changed to S--- C---, CA.

APPLICANT CONTENDS THAT:
She enlisted in Tennessee even though she was only staying there
temporarily. When she filled out her enlistment paperwork, she was
under the impression the HOR required was one that would allow the Air
Force to contact her at that time. She was not aware of the
implications of the HOR entry at the time and did not realize it was
an error until she began her final out-processing. Had she known that
HOR was meant to be her place of permanent residence, she would have
entered her California address. She contacted the Traffic Management
Office (TMO) that paid to move her household goods (HHG) from
California and was told that they no longer had those records. She
was also told that her HHG should not have been moved from California
since the HOR on her permanent change of station (PCS) orders read
Tennessee. On looking back, she cannot remember anyone asking for her
orders so she believes the TMO responsible for moving her HHG from
California probably just took her word that California was her HOR.
She has included documentation that shows she swore in at the Oakland,
California Military Entrance Processing Station (MEPS), her vehicle
was registered in California and the only reason she has a California
driver’s license is because her home is California.
Upon separation, she plans on moving to her home in California and
would like for this discrepancy to be corrected for the obvious reason
of the cost of shipping her household goods. She may also experience
residency problems as a result of her records containing Tennessee as
her HOR and not California.
In support of her appeal, the applicant has provided select copies of
her enlistment documentation including her DD Form 4, Release from
Delayed Entry Program and Acceptance on Active Duty, her DD Form 1966,
Record of Military Processing – Armed Forces of the United States, her
birth certificate, drivers license, college transcripts, W-2 Wage and
Tax Statements, a Department of Motor Vehicles application for title,
and personal statement.

STATEMENT OF FACTS:
At the time of her entry into the Delayed Enlistment Program (DEP),
the applicant listed her HOR on her enlistment documentation as 745
Pleasant Valley Road, Jonesborough, TN 37659 and the Current Address
block as the same. She was discharged from the DEP and entered active
duty on 12 April 2000 from the Military Entrance Processing Station
(MEPS) in Oakland, CA. She served for four years and was honorably
discharged on 11 April 2004.
During the course of her outprocessing, she found that her HOR was
incorrect and needed to be changed to California. She was informed by
AFPC/DPPAE on 25 February 2004 that her HOR could only be changed
under specific circumstances and only with certain types of evidence.
She responded on 11 March 2004 with a personal statement asking for
information on what other evidence she could provide.

AIR FORCE EVALUATION:
HQ AFPC/DPPAE recommends denial. DPPAE states the HOR is defined as
the place recorded as the home of the individual when they were
commissioned, enlisted, or initially ordered to active duty. HOR is
recorded in the military personnel record for the sole purpose of
determining transportation entitlements upon separation, or those of
dependents in the event of a member’s death while on active duty. HOR
does not dictate the location where the member must reside upon
separation. While legal addresses may change from time to time during
a member’s career, HOR remains constant. There is no documentation to
substantiate changing the applicant’s HOR.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 2
April 2004 for review and comment within 30 days. To date, this
office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. After reviewing the evidence of
record, the Board is of the opinion that sufficient evidence does
exist to support a finding that the applicant may not have been
adequately advised regarding her Home of Record when she first
enlisted. Based on the fact that the applicant has provided copies of
her birth certificate, driver’s license, college transcript, and tax
documents, all from California, the Board recommends the applicant’s
records be corrected as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected to show that her home of record at
the time of her entry on active duty was Santa Cruz, California,
rather than Jonesborough, Tennessee.

Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air
Force relating to APPLICANT, be corrected to show that her home of
record at the time of her entry on active duty was S--- C---,
California, rather than Jonesborough, Tennesssee.
