APPLICANT REQUESTS THAT:
His official home of record (HOR) be changed to, Murchison, TX, 75778.

APPLICANT CONTENDS THAT:
On 10 September 2003, while he was in the Delayed Enlistment Program
(DEP), his family moved to Texas.
In support of his appeal, the applicant has provided copies of his
social security card, his Texas driver’s license, and his Air Force ID
card.

STATEMENT OF FACTS:
At the time of DEP enlistment into the Air Force, the applicant listed
his HOR as, Sarona, WI 54870. Between the time of his initial DEP
enlistment and his actual entry onto active duty, he and his family
moved to Texas.

AIR FORCE EVALUATION:
HQ AFPC/DPPAE recommends denial. DPPAE states the HOR is defined as
the place recorded as the home of the individual when they were
commissioned, enlisted, or initially ordered to active duty. HOR is
recorded in the military personnel record for the sole purpose of
determining transportation entitlements upon separation, or those of
dependents in the event of a member’s death while on active duty. HOR
does not dictate the location where the member must reside upon
separation. While legal addresses may change from time to time during
a member’s career, HOR remains constant. There is no documentation to
substantiate changing the applicant’s HOR.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 2
April 2004 for review and comment within 30 days. As of this date, no
response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. After reviewing the evidence of
record, the Board believes that it is not unreasonable to presume that
the applicant may have misconstrued the definition of HOR as provided
by the OPR. He lived in Wisconsin when he entered the DEP. However,
when he initially entered active duty, he did so from his family’s new
home in Texas. Therefore, to preclude a possible injustice, we
recommend the applicant's records be corrected as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected to show that his home of record at
the time of his entry on active duty was, Murchison, TX 75778 rather
than, Sarona, WI 54870.

Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air
Force relating to APPLICANT, be corrected to show that his home of
record at the time of his entry on active duty was, Murchison, TX
75778 rather than, Sarona, WI 54870.
