APPLICANT REQUESTS THAT:
He be considered for promotion to the grade of major by Special
Selection Board (SSB) for the Calendar Year 2001A Major Central
Selection Board.

APPLICANT CONTENDS THAT:
Based on the decision to correct his OPR closing 30 March 1999, he
should be reconsidered for promotion by the CY01A Major Selection
Board. In support of the appeal, he submitted a copy of the AFI 36-
2401 Decision, a copy of the incorrect OPR and a copy of the corrected
OPR.

STATEMENT OF FACTS:
Applicant is currently serving on extended active duty in the grade of
captain.
Applicant was considered and not selected for promotion to the grade
of major by the CY00B, CY01A, CY02A, CY02B, and CY03A Central Major
Selection Boards. Applicant’s Officer Performance Reports (OPRs) from
1991 through 2003 reflect meets standards on all performance factors.
He submitted an application for review by the Evaluation Reports
Appeal Board (ERAB) under AFI 36-2401, Correcting Officer and Enlisted
Evaluation Reports, 1 December 1997. The ERAB determined that the OPR
closing out 30 March 1999 contained an incorrect phrase in block VI,
Rater Overall Assessment. It read “…selected as Wing’s Company Grade
Officer of the Quarter!” and it has been corrected to read ”…selected
as WOC and HQ’s CGO of the Month for July!”

AIR FORCE EVALUATION:
AFPC/DPPPO states that they believe that the correction that was made
to the OPR closing 30 March 1999 is minor in nature and SSB
consideration is not warranted. Additionally, central boards evaluate
the entire Officer Selection Record (OSR) (including the promotion
recommendation form, officer performance reports, officer
effectiveness reports, training reports, letters of evaluation,
decorations, and officer selection brief), assessing whole person
factors such as job performance, professional qualities, depth and
breadth of experience, leadership, and academic and professional
military education. Although the officer’s OPR contained a minor
error, the selection board had his entire OSR at their disposal during
promotion consideration. As such, they are not convinced this error
contributed to the applicant’s nonselection for promotion. Therefore,
they recommend denial of the applicant’s request.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 19 December 2003, a copy of the Air Force evaluation was forwarded
to the applicant for review and response within 30 days. As of this
date, no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. The applicant’s OPR closing 30 March
1999, as it met the selection board in question, was incorrect. We
are unable to determine the impact the incorrect information had on
the applicant’s opportunity for promotion by the board in question;
however, we do believe that it served to deprive him of full and fair
consideration. In view of the foregoing and in an effort to remove
any possibility of an injustice to the applicant, we believe his
corrected record should he be considered for promotion to the grade of
major by Special Selection Board (SSB) for the Calendar Year 2001A
Major Central Selection Board.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, to include the corrected Officer Performance
Report (OPR) rendered for the period 31 March 1998 through 30 March
1999, indicating in Block VI, Rater Overall Assessment, the statement
“…selected as WOC and HQ’s CGO of the month for July,” be considered
for promotion to the grade of major by Special Selection Board for the
Calendar Year 2000B Major Central Selection Board and any subsequent
boards in which the corrected OPR was not a matter of record.

Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air
Force relating to, to include the corrected Officer Performance Report
(OPR) rendered for the period 31 March 1998 through 30 March 1999,
indicating in Block VI, Rater Overall Assessment, the statement
“…selected as WOC and HQ’s CGO of the month for July,” be considered
for promotion to the grade of major by Special Selection Board for the
Calendar Year 2000B Major Central Selection Board and any subsequent
