APPLICANT REQUESTS THAT:

His DD Form 214, Certificate of Discharge or Release from  Active  Duty,  be
corrected to include the Air Force Outstanding Unit Award  (AFOUA)  and  the
Air Force Good Conduct Medal (AFGCM).

APPLICANT CONTENDS THAT:

Applicant makes no  contentions.   In  support  of  his  request,  applicant
provided  a  Virtual   MPF   printout,   an   email   communiqué,   training
certificates, a class roster, and permanent change of station (PCS)  orders.

STATEMENT OF FACTS:

Applicant served on active duty  in  an  enlisted  status  from  24  Jul  96
through 30 Jun 99.  He was in a Cadet status from 1 Jul 99  through  23  Jul
02.  He was appointed a second lieutenant, Reserve of the Air  Force  on  28
May 03 and is currently serving in that grade.

The applicant's request to include his training courses on his DD  Form  214
has been administratively corrected.

AIR FORCE EVALUATION:

AFPC/DPPPR recommends denial.  DPPPR  states  with  respect  to  the  AFOUA,
there is no indication in his records showing he  was  assigned  to  the  67
Intelligence Wing as he claimed.  His records show he was  assigned  to  the
390th  Intelligence  Squadron.   He  was  asked   to   provide   copies   of
documentation to substantiate his claim but did not respond.  Regarding  the
AFGCM, DPPPR states he would have  been  eligible  for  the  AFGCM  for  the
period 24 Jul 96 through 23 Jul 99; however, he became a Cadet  effective  1
Jul 99, and did not serve three years in an enlisted status to  qualify  for
the AFGCM.  Time spent as a Cadet does not qualify for award of  the  AFGCM.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the applicant on 12  Mar
04 for review and comment within 30 days.  As of this date, this office  has
received no response.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided  by  existing  law  or
regulations.

2.  The application was timely filed.

3.  Insufficient relevant evidence has been  presented  to  demonstrate  the
existence of error or injustice that would warrant award  of  the  AFOUA  or
the AFGCM.  We  took  notice  of  the  applicant's  complete  submission  in
judging the merits of the case; however, we  agree  with  the  opinions  and
recommendations of the Air Force office of primary responsibility and  adopt
their rationale as the basis for our conclusion that the applicant  has  not
been the victim of an error or injustice.   Therefore,  in  the  absence  of
evidence to the contrary, we find no compelling basis to recommend  granting
the relief sought in this application.

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented  did  not  demonstrate
the existence of material error  or  injustice;  that  the  application  was
denied without a personal appearance; and that the application will only  be
reconsidered upon the submission of newly discovered relevant  evidence  not
considered with this application.
