APPLICANT REQUESTS THAT:
His Home of Record (HOR) be changed from Newton, UT to Rexburg, ID.

THE APPLICANT CONTENDS THAT:
His last residence before joining the Air Force was in Newton, UT. He sold
his home in Utah and no longer has any connections there. He desires his
HOR be changed to Rexburg, ID, where his and his wife’s parents live
because that is where he grew up and where he plans to live after
retirement.
In support of the appeal, the applicant submits copies of his Idaho
driver’s license and his automobile registration.
Applicant’s complete submission is attached at Exhibit A.

STATEMENT OF FACTS:
Applicant was appointed as a captain, Reserve of the Air Force effective 23
December 2002. His Air Force Form 24, Application for Appointment as
Reserve of the Air Force or USAF Without Component, indicates his HOR as
Newton, UT.
Examiner’s Note: HOR is defined as the place recorded as the home of the
individual at the time they enlisted, were commissioned, or initially
ordered to active duty. It is recorded in the military personnel record to
determine transportation entitlements upon separation. The HOR can be
changed only if there has been a break in service of one full day (inactive
reserve time is not counted as a break in service) or a bona fide error was
made in recording the information given by the member.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of an error or injustice. Applicant’s contentions are duly
noted; however, he has provided no evidence, which would lead us to believe
the HOR currently reflected in his records was incorrectly recorded at the
time he was initially ordered to active duty. Therefore, in the absence of
evidence to the contrary, we find no basis upon which to recommend
favorable action on this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
