APPLICANT REQUESTS THAT:

The United States Air Force (USAF) Recognition Ribbon, the  Air  Force
Small Arms Expert Ribbon, and the Air Force  Achievement  Medal/Ribbon
(AFAM), be added to his DD Form 214.

APPLICANT CONTENDS THAT:

The above listed  awards  were  omitted  when  his  DD  Form  214  was
accomplished.

In support of his appeal, applicant has provided a copy of his DD Form
214, a copy of a certification of  course  completion  from  a  career
development course, and  a  copy  of  the  Special  Achievement  Award
certificate as a reward for obtaining a score of 99 on the said end of
course exam for his CDC.

His complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:

Applicant contracted his enlistment in the Regular  Air  Force  on  29
December 1977.  He served for four years, and was honorably discharged
on 28 December 1981.  His DD Form 214 shows that he  was  awarded  the
Air Force Good Conduct Medal, the Air Force Longevity Ribbon  and  the
Humanitarian Service Medal.

AIR FORCE EVALUATION:

AFPC/DPPPR reviewed this application and  recommended  denial.   DPPPR
was not able to find any information  in  the  applicant’s  record  to
corroborate his claim to the AF Recognition  Ribbon,  the  Small  Arms
Expert Marksmanship Ribbon, or the AFAM.  The applicant stated that he
had sent a copy of an Army DD Form 214  that  indicated  he  had  been
awarded a Small Arms and Achievement medal/ribbon, but the DD Form 214
was not in his application.  DPPPR contacted the applicant on  12  May
2003 and asked him to provide documentation  that  would  substantiate
his claims but he has not provided anything.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the applicant on 3
July 2003 for review and comment within 30 days.  As of this date,  no
response has been received by this office.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing  law
or regulations.

2.  The application was not  timely  filed;  however,  it  is  in  the
interest of justice to excuse the failure to timely file.

3.  Insufficient relevant evidence has been presented  to  demonstrate
the  existence  of  error  or  injustice.   We  took  notice  of   the
applicant's complete submission in judging the  merits  of  the  case;
however, we agree with the opinion and recommendation of the Air Force
office of primary responsibility and  adopt  their  rationale  as  the
basis for our conclusion that the applicant has not been the victim of
an error or injustice.  There is no  information  in  the  applicant’s
record to corroborate his claim to  the  AF  Recognition  Ribbon,  the
Small Arms Expert Marksmanship Ribbon, or  the  AFAM.   Applicant  was
queried to provide additional documentation to support his  claim  but
failed to present any.  Therefore, in the absence of evidence  to  the
contrary, we find no compelling basis to recommend granting the relief
sought in this application.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of material error  or  injustice;  that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence not considered with this application.
