APPLICANT REQUESTS THAT:

His DD Form 214 be corrected to reflect the award  of  the  Air  Force
Outstanding Unit Award with V device and 1 Oak Leaf Cluster, Air Force
Good Conduct Medal, National Defense Service  Medal,  Vietnam  Service
Medal with Bronze Service Star, Air  Force  Longevity  Service  Award,
Small Arms Expert Marksmanship Ribbon and Republic of Vietnam Campaign
Medal.

APPLICANT CONTENDS THAT:

He believes that he should have the Air Force Outstanding  Unit  Award
with V device and 1 Oak  Leaf  Cluster,  the  Air  Force  Commendation
Medal, the National Defense Service Medal, the Vietnam  Service  Medal
with Bronze Service Star, the Air Force Longevity Service  Award,  the
Small Arms Expert Marksmanship Ribbon, and  the  Republic  of  Vietnam
Campaign Medal.

In support of the appeal, applicant submits three photographs.

STATEMENT OF FACTS:

The applicant enlisted in the Regular Air Force on 25 April  1969  and
served until 16 June 1975, on which date, he was voluntarily honorably
discharged for miscellaneous reasons.  He had served 6 years, 1  month
and 22 days on active duty.  He was credited with 2 years and  6  days
of Foreign and/or SEA service.

On 5 February 2003,  DPPPR  informed  the  applicant  that  there  was
nothing in his records to show that he was eligible for a V device  on
the Air Force Outstanding Unit Award, a bronze  service  star  on  the
Vietnam Service Medal, or the Small Arms Expert  Marksmanship  Ribbon.
He was asked to provide documentation to substantiate his claims or to
withdraw those portions of his application.  He did not respond.

While reviewing the applicant’s records, it was discovered that  there
is an error on his DD Form 214, Certificate of  Release  or  Discharge
from Active Duty effective 16 June 1975.  A DD Form 215, Correction to
DD Form 214 has been completed to correct item 26 of the DD  Form  214
to add Vietnam Service Medal, Air Force Outstanding Unit Award w/3 Oak
Leaf Clusters (OLC), Republic of Vietnam Campaign Medal, and forwarded
to the applicant.

AIR FORCE EVALUATION:

AFPC/DPPPR states that the applicant is not eligible for, or  entitled
to, the V device on the Air Force Outstanding Unit Award or  a  bronze
service  star  on  the  Vietnam  Service  Medal.   The  reasons   were
previously explained to him.   Without  official  documentation,  they
cannot verify his eligibility for the Small Arms  Expert  Marksmanship
Ribbon.  He did not provide any  documentation  to  substantiate  this
claim, even after being asked to do  so.   Therefore,  they  recommend
denial of applicant’s request.

A complete copy of the evaluation is attached at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

On 25 April 2003, a copy of the Air Force evaluation was forwarded  to
the applicant for review and response within  30  days.   As  of  this
date, no response has been received by this office.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was not timely filed;  however,  it  is  in  the
interest of justice to excuse the failure to timely file.

3.    Insufficient relevant evidence has been presented to demonstrate
the  existence  of  error  or  injustice.   We  took  notice  of   the
applicant's complete submission in judging the  merits  of  the  case;
however, we agree with the opinion and recommendation of the Air Force
and adopt their rationale as the basis for  the  conclusion  that  the
applicant has not been the victim of an error  or  injustice.   It  is
noted that the applicant did not  respond  to  a  request  to  provide
additional documentation to substantiate his claims.  We find no basis
to recommend granting the relief sought in this application.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of material error  or  injustice;  that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence not considered with this application.
