APPLICANT REQUESTS THAT:
The citations for the following decorations be included in his Officer
Selection Record (OSR) for the Calendar Year 2001B (CY01B) Central
Lieutenant Colonel Promotion Selection Board.
a. Joint Service Commendation Medal (JSCM) for the period 2
Jun 93 to 27 Oct 93.
b. JSCM, First Oak Leaf Cluster (1OLC), for the period 4
Jul 92 to 13 Jul 94.
c. Joint Service Achievement Medal (JSAM) for the period 6
May 98 to 20 Jun 98.
The Air Force Commendation Medal (AFCM) he was awarded for the period
15 Jun 95 to 3 Aug 97 be included in his OSR for the CY01B Central
Lieutenant Colonel Promotion Selection Board.
He be considered for promotion to the grade of lieutenant colonel by
special selection board (SSB) for the CY01B Central Lieutenant Colonel
Promotion Selection Board.

APPLICANT CONTENDS THAT:
His records were incomplete when he was considered for promotion by
the CY01B Central Lieutenant Colonel Promotion Selection Board. He
attempted to review his records prior to the promotion board
convening, but due to the events of 11 Sep 01 and the ensuing turmoil,
he never received his records to review. When he was nonselected for
promotion, he requested his records as they met the board and
discovered the errors in them.
In support of his appeal, the applicant has provided copies of the
missing citations and a copy of the citation and orders awarding him
the AFCM.

STATEMENT OF FACTS:
The applicant is presently serving on active duty in the grade of
major. His Total Active Federal Military Service Date is 11 Jan 87.
A review of the applicant’s top ten Officer Performance Reports (OPRs)
on file when he was considered for promotion indicate overall ratings
of “meets standards.” The applicant has two nonselections to the
grade of lieutenant colonel by the CY01B and CY02B Central Lieutenant
Colonel Promotion Selection Boards.

AIR FORCE EVALUATION:
AFPC/DPPPO recommends denial of the applicant’s request. The purpose
of having a citation included in the record is not to allow board
members to review the comments on the citation, although they may do
so if so inclined. Rather the purpose is to make them aware of the
level of the decoration. The applicant’s Officer Selection Brief did
reflect that he had been awarded the JSCM, JSCM (1OLC), and JSAM.
Regarding the AFCM, the applicant received an Officer Preselection
Brief (OPB) for two below-the-promotion-zone (BPZ) promotion
considerations as well as for his in-the-promotion-zone consideration,
all with the same error. They question why he did not attempt to
challenge the contested award when he received the OPB for the two BPZ
boards. Each officer eligible for promotion received an OPB 90-100
days prior to the central board convening date. The OPB contains data
that will appear on the OSB at the central board. Written
instructions attached to the OPB specifically instruct each officer to
carefully examine the brief for completeness and accuracy. If any
errors are found, they must take corrective action prior to the
selection board. If the applicant had taken corrective action prior
to his BPZ boards, his OSB would have been correct for the CY01B
board.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
18 Apr 03 for his review and comments within 30 days. To date, a
response has not been received.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinion and recommendation of the Air Force
office of primary responsibility and adopt their rationale as the
primary basis for our conclusion that the applicant has not been the
victim of an error or injustice. Therefore, in the absence of
evidence to the contrary, we find no compelling basis to recommend
granting the relief sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
