APPLICANT REQUESTS THAT:
Her records be reevaluated for points from Reserve duty, correction of her
Total Active Federal Military Service Date (TAFMSD) and date of rank (DOR),
and that she be allowed to test for the current technical sergeant (TSgt)
cycle.

APPLICANT CONTENDS THAT:
Her DOR to SSgt should reflect the date she originally pinned on (1 January
1993) while serving in the Air Force Reserves.
In support of her appeal, the applicant provided Reserve Order P-05, dated
1 January 1993 and other documentation.

STATEMENT OF FACTS:
The applicant enlisted in the Air Force Reserves on 26 June 1984 and was
honorably discharged on 20 January 1985. She enlisted in the Regular Air
Force on 21 January 1985 and was released from active duty on 5 April 1988
and transferred to the Reserves of the Air Force on 6 April 1988 and
discharged on 3 February 1999. She entered active duty 4 February 1999 in
the grade of senior airman. She was promoted to staff sergeant effective
and with a date of rank of 1 December 2001.
EXAMINER’S NOTE: Based on a corrected statement of service AFPC/DPPAOR
determined that her EAD and DOR is 4 February 1999. Apparently, an error
was made indicating her DOR to senior airman however, it appears that her
DOR to staff sergeant is correct.

AIR FORCE EVALUATION:
AFPC/DPPPWB recommended denial. They indicated that HQ AFPC/DPPAEQ,
Enlisted Accessions, reviewed this case and found no errors in the
applicant’s enlistment contract or enlistment grade of senior airman. HQ
AFPC/DPPAOR, Service Verifications, determined that the applicant has been
credited with all active duty time served prior to her 4 January 1999
return to active duty. They have also determined since applicant was
separated from a regular component for more than 4 years, her DOR is
accurately established as the entry to active duty date - 4 January 1999.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 30 May 2003, a copy of the Air Force evaluation was forwarded to the
applicant for review and response within 30 days. As of this date, no
response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of an error or an injustice. The applicant contends that her
date of rank (DOR) to staff sergeant should reflect the date she originally
pinned on (1 January 1993) while serving in the Air Force Reserves. We
took notice of the applicant's complete submission in judging the merits of
the case; however, we agree with the opinion and recommendation of the Air
Force and adopt their rationale as the basis for our conclusion that the
applicant has not been the victim of an error or injustice. It appears the
applicant has been credited with all active duty time served prior to her
return to active duty in 1999. Since she was separated from a regular
component for more than four years, she has not established that her DOR
should not be the date she entered active duty. It appears that based on
her DOR to staff sergeant she will be eligible to test for technical
sergeant in the February/March 2004 timeframe. Therefore, in the absence
of evidence to the contrary, we find no compelling basis to recommend
granting the relief sought in this application.

The applicant be notified that the evidence presented did not demonstrate
the existence of an error or an injustice; that the application was denied
without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
