APPLICANT REQUESTS THAT:

His records be corrected to show his  service  in  Guam  from  1955  through
1957.

APPLICANT CONTENDS THAT:

His records do not show his tour of duty in Guam and he  needs  his  records
updated for compensation purposes.   His complete submission is  at  Exhibit
A.

STATEMENT OF FACTS:

Applicant's records  were  destroyed  by  fire  at  the  National  Personnel
Records Center, St. Louis, MO, in  1973.   Therefore,  his  service  history
cannot be verified.  The applicant was asked by  the  Chief,  Review  Boards
Office to provide documentation to support his claim.  He  did  not  respond
to their request.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided  by  existing  law  or
regulations.

2.  The application was not timely filed; however, it is in the interest  of
justice to excuse the failure to timely file.

3.  Insufficient relevant evidence has been  presented  to  demonstrate  the
existence of error or injustice.  The applicant requests  that  his  records
be corrected to reflect overseas duty served in Guam; however,  his  records
are unavailable and the applicant has  not  provided  any  documentation  in
support of his claim.  Therefore, we are unable to ascertain whether or  not
an error exists in his military record.   In  view  of  the  above,  we  are
unable to find any basis upon which to recommend granting the relief  sought
in this application.

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented  did  not  demonstrate
the existence of material error  or  injustice;  that  the  application  was
denied without a personal appearance; and that the application will only  be
reconsidered upon the submission of newly discovered relevant  evidence  not
considered with this application.
