APPLICANT REQUESTS THAT:
In the applicant’s request for reconsideration, he requests his records be
corrected to show his service in Guam from 1955 through 1957.

STATEMENT OF FACTS:
Applicant's records were destroyed by fire at the National Personnel
Records Center, St. Louis, MO, in 1973. Documentation provided by the
applicant indicates that he enlisted in the Regular Air Force on 19 Oct 54
and was discharged while serving in the grade of airman second class, on 18
Aug 58. He was credited with 1 year, 5 months, and 11 days of foreign
service. He served 3 years and 10 months on active duty.
A similar appeal was considered and denied by the Board on 10 Jun 03. For
an accounting of the rationale of the earlier decision by the Board, see
the Record of Proceedings at Exhibit C.
On 2 Jul 03, the applicant submitted a request for reconsideration. In
support of his request he provided statements from family members, a
hometown news release article, several photographs, a copy of his DD Form
214, and his marriage certificate. His complete submission, with
attachments, is at Exhibit D.

AIR FORCE EVALUATION:
AFPC/DPPRS reviewed applicant's request and states that in accordance with
the regulation in affect at the time of his separation as it is in today's
guidance, there is no requirement to enter the country in which a member
served overseas on the DD Form 214. His record of overseas service would
have been recorded in the applicant's personnel records that burned. DPPRS
defers to the Board to determine if the member served in Guam during the
time specified based on the documentation provided. The DPPRS evaluation
is at Exhibit E.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 1 Aug
03 for review and comment within 30 days. As of this date, this office has
received no response.

THE BOARD CONCLUDES THAT:
Sufficient relevant evidence has been presented to demonstrate the
existence of an injustice that would warrant corrective action. After a
thorough review of the evidence presented, we believe that the additional
documentation provided tends to support the applicant's assertion that he
served in Guam during the period in question. Further, we note that his DD
Form 214 reflects foreign service for 1 year, 5 months, and 11 days. We
considered annotating the remarks section of his DD Form 214 to indicate
his service in Guam; however, because Air Force and Department of Defense
policy in effect at the time does not allow for the annotation of the
specific overseas location in which the foreign service was performed on
the DD Form 214, we do not believe it would be appropriate to take action
that would be in conflict with that policy. Since only other document that
would have appropriately reflected his service in Guam was the applicant's
AF Form 7, Airman's Military History, we recommend that his records be
corrected as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT be corrected to reflect that he served in Guam from 1 August
1955 through 11 January 1957.

Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to reflect that he served in Guam from
1 August 1955 through 11 January 1957.
