APPLICANT REQUESTS THAT:

She be considered for promotion to the grade of lieutenant colonel  by
Special Selection Board (SSB) for  the  Calendar  Year  2001B  Central
Lieutenant Colonel Selection Board.

APPLICANT CONTENDS THAT:

The top line of her Assignment History, dated 2 June 2001, lists PACAF
AMOCC as her current duty organization.  This is incorrect.   She  was
reassigned in June 2001 to the --- Air Operations  Squadron  (AOS)  as
Director, Pacific Operations Support Center.  Due to  this  error,  it
appears as if she did not change duty organizations and  move  forward
at a critical point in her career.  She feels this error may have been
a determent during the  November  2001  Lieutenant  Colonel  Selection
Board’s review of her records.

In support of her appeal, applicant submits  a  copy  of  her  Officer
Selection Brief and a character reference.  The  applicant's  complete
submission, with attachments, is attached at Exhibit A.

STATEMENT OF FACTS:

The applicant is currently serving on  extended  active  duty  in  the
grade of major.  Applicant’s Officer Performance Reports  (OPRs)  from
1996  through  2001  reflect  “meets  standards”  on  all  performance
factors.

Applicant was considered and not selected for promotion to  the  grade
of lieutenant colonel by the CY01B Central Lieutenant  Colonel  Board,
which convened on 5 November 2001.

AIR FORCE EVALUATION:

AFPC/DPAS states that applicant made a permanent change of  assignment
(PCA) to the Director, Pacific Operations Support  Center,  ----d  Air
Operations Sq, effective 2 June 2001, although no record of the PCA is
in her core AFSC assignment folder.  A copy  of  their  evaluation  is
attached at Exhibit C.

AFPC/DPPPO states that they concur  with  the  findings  in  the  DPAS
advisory.  The correct organization of --- Air Operations Squadron was
reflected on the applicant’s CY01B promotion recommendation form (PRF)
that was reviewed by the board.

The officer preselection brief (OPB) is sent to each eligible  officer
several months prior to a selection board.  The OPB contains the  same
data that will appear on  the  OSB  at  the  central  board.   Written
instructions attached to the OPB and given to the officer  before  the
central selection board specifically instructs him or her to carefully
examine the brief for completeness  and  accuracy.   The  instructions
also provide addresses, and in most cases, phone numbers for each area
responsible to assist the officer who  identifies  discrepancies.   If
any errors are found, the officer must take corrective action prior to
the selection board, not  after  it.   The  instructions  specifically
state, “Officers will not be considered by a Special  Selection  Board
if, in  exercising  reasonable  diligence,  the  officer  should  have
discovered the error or omission in his/her  records  and  could  have
taken timely corrective action.”  Although the applicant attempted  to
correct the deficiency, she did not follow-up on the error until after
the board.

Each officer eligible for promotion consideration is  advised  of  the
entitlement to  communicate  directly  with  the  board  president  by
letter.  The applicant could have used this means to inform the  board
of the incorrect duty  history  data.   However,  DPPPO  verified  the
applicant elected not to exercise this entitlement.

While it may be argued that the contested  duty  history  data  was  a
factor in the applicant’s nonselection, there  is  no  clear  evidence
that it negatively impacted her promotion opportunity.  Central boards
evaluate the entire officer selection record (OSR) (including the PRF,
OPRs, officer effectiveness  reports,  training  reports,  letters  of
evaluation, decorations, and officer selection brief), assessing whole
person factors such as job performance, professional qualities,  depth
and breadth of experience, leadership, and academic  and  professional
military education.  DPPPO is not convinced the  minor  error  in  the
organization of  the  duty  history  contributed  to  the  applicant’s
nonselection.   Therefore,  they  recommend  denial   of   applicant’s
request.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

On 16 August 2002, copies of the Air Force evaluations were  forwarded
to the applicant for review and response within 30 days.  As  of  this
date, this office has received no response.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was timely filed.

3.    Sufficient relevant evidence has been presented  to  demonstrate
the existence of error or injustice.  It has been  substantiated  that
the applicant’s most-recent duty assignment on her  Officer  Selection
Brief (OSB), as it met the selection board in question, was incorrect.
 While it  cannot  be  conclusively  determined  whether  or  not  the
incorrect information was the sole reason for applicant’s nonselection
for promotion by the board in question, we do believe that  it  served
to deprive her of  full  and  fair  consideration.   In  view  of  the
foregoing and in an effort to remove any possibility of  an  injustice
to the applicant, we recommend that her records be  corrected  to  the
extent indicated below.  In addition, we recommend she  be  considered
for promotion to the grade of lieutenant colonel by Special  Selection
Board (SSB) for the Calendar Year  2001B  Central  Lieutenant  Colonel
Selection Board.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the  Department  of  the  Air  Force
relating to APPLICANT be corrected by amending the Assignment  History
in her Officer Selection Brief,  prepared  for  consideration  by  the
Calendar Year (CY) 2001B Central Lieutenant Colonel  Selection  Board,
to show she  was  assigned  to  duties  as  the  Director,  ---nd  Air
Operations  Squadron  (AOS),  Pacific   Operations   Support   Center,
effective 2 June 2001.

It is further recommended that she be considered for promotion to  the
grade of lieutenant colonel by a Special Selection Board (SSB) for the
Calendar Year 2001B Central Lieutenant Colonel Selection Board.

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the
authority of Section 1552, Title 10, United States Code (70A Stat
116), it is directed that:

          The pertinent military records of the Department of the
Air Force relating to, be corrected by amending the Assignment
History in her Officer Selection Brief, prepared for consideration
by the Calendar Year (CY) 2001B Central Lieutenant Colonel
Selection Board, to show she was assigned to duties as the
Director, ---nd Air Operations Squadron (AOS), Pacific Operations
Support Center, effective 2 June 2001.

          It is further directed that she be considered for
promotion to the grade of lieutenant colonel by a Special Selection
Board (SSB) for the Calendar Year 2001B Central Lieutenant Colonel
Selection Board.
