APPLICANT REQUESTS THAT:
His Officer Selection Record (OSR) prepared for the CY01 Intermediate
Service School (ISS) Selection Board be corrected to include award of the
Meritorious Service Medal (MSM) for the period 17 September 1997 to 23
August 1999 and that he be considered for ISS by a Special Selection Board
(SSB) for the Calendar Year 2001 (CY01) ISS Selection Board.

APPLICANT CONTENDS THAT:
When he was selected for promotion to major in 1999, he was also nominated
as a candidate for Intermediate Service School (ISS). He subsequently met
a board in September 2001 for service school attendance and was a non-
select. He believes non-selection may have resulted from the omission of a
Meritorious Service Medal (MSM) in his personnel records. The MSM was
awarded to him in August 2001 (for service from September 1997 to August
1999) but was not properly reflected in his records for the September 2001
Professional Military Education (PME) board.
In support of his appeal, the applicant provided a copy of the certificate
for the Meritorious Service Medal (MSM) for the period 17 September 1997 to
23 August 1999, Special Order G-0124, dated 10 August 2001 and other
documentation.

STATEMENT OF FACTS:
The applicant is currently serving on extended active duty in the grade of
major.
Special Order G-0124, dated 10 August 2001, awarded the MSM to the
applicant for service performed during the period 17 September 1997 to 23
August 1999.
The applicant’s PME Officer Selection Brief (OSB) did not reflect award of
the MSM but a copy of the citation was filed in the Officer Selection
Record (OSR) on 21 August 2001.
Applicant was considered and not selected for Intermediate Service School
by the CY01 ISS (Line) Central Selection Board, which convened on 4
September 2001.

AIR FORCE EVALUATION:
AFPC/DPAPE indicates that AFI 36-2611, Officer Professional Development,
paragraph 1.5.1., states each officer “should ensure [his] AFPC assignment
selection folder is up-to-date.” The “assignment selection folder” is the
OSR. The OSR is accessible to the officer; and, the officer is responsible
for reviewing it and ensuring its accuracy and completeness.
HQ AFPC/DPAPE printed an extract from the E0402B ISS CSB board file. The
applicant’s Officer Selection Brief (OSB) that met the CY01 ISS CSB did not
contain the MSM. However, the applicant’s decoration was filed in his
Officer Selection Record (OSR).
Although, the 10 August 2001 MSM was not reflected on the applicant’s OSB
that met the CY01 ISS CSB, the decoration was filed in the member’s OSR.
Therefore, the data was available to the board.
The evaluation, with attachment, is at Exhibit C.
AFPC/DPPPOO recommended denial. They indicated that the applicant’s PME
Officer Selection Brief (OSB) did not reflect award of the MSM but a copy
of the citation was filed in the Officer Selection Record (OSR) on 21
August 2001. Since the board members were aware of the decoration and its
content, it was factored into their overall PME selection evaluation.
Therefore, they do not support reconsideration on this issue.
There is no evidence that the absence of his decoration on the OSB
negatively impacted his PME selection opportunity. Central boards evaluate
the entire OSR (including the officer performance reports, officer
effectiveness reports, training reports, letters of evaluation,
decorations, and officer selection brief), assessing whole person factors
such as job performance, professional qualities, depth and breadth of
experience, leadership, and academic and professional military education.
The selection board had his entire officer selection record that clearly
outlined his accomplishments since the date he came on active duty. They
are not convinced the lack of reflecting the MSM on his OSB contributed to
his nonselection. They, therefore, are opposed to the applicant receiving
SSB consideration on this issue. The applicant has not provided any
evidence to substantiate his request for supplemental consideration.
Although the OSB was not updated to reflect the award, the citation was on
file for the board to review. The citation itself provided the
accomplishments of the applicant during his tour at the Pentagon.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 20 December 2002, copies of the Air Force evaluations were forwarded to
the applicant for review and response within thirty (30) days. As of this
date, no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of an error or an injustice warranting the Officer Selection
Brief (OSB) prepared for the CY01 Intermediate Service School (ISS)
Selection Board be corrected to include award of the Meritorious Service
Medal (MSM) and that he be considered for ISS by a Special Selection Board
(SSB) for the Calendar Year 2001 (CY01) ISS Selection Board. The majority
took notice of the applicant's complete submission in judging the merits of
the case; however, the majority agrees with the opinions and
recommendations of the Air Force and adopts their rationale as the basis
for our conclusion that the applicant has not been the victim of an error
or injustice. Although the applicant’s PME Officer Selection Brief (OSB)
did not reflect award of the MSM, a copy of the citation reflecting his
accomplishments was filed in the applicant’s OSR for the board’s review.
In view of these findings, the majority of the Board is not sufficiently
persuaded that the lack of the contested MSM in his OSB, in and of itself,
caused his record to be so inaccurate or misleading that the selection
board was unable to make a reasonable decision concerning his selection for
ISS in relation to his peers. Therefore, in the absence of evidence to the
contrary, the majority finds no compelling basis to recommend granting the
relief sought in this application.

A majority of the panel finds insufficient evidence of error or injustice
and recommends the application be denied.

SUBJECT: AFBCMR Application of
I have carefully reviewed the evidence of record and the
recommendation of the Board members. A majority found that applicant had
not provided sufficient evidence of error or injustice and recommended the
case be denied. I concur with that finding and their conclusion that
relief is not warranted. Accordingly, I accept their recommendation that
the application be denied.
