APPLICANT REQUESTS THAT:
In the applicant’s request for reconsideration, he submits a letter from
the commander requesting his records be amended to correct the
stratification on his CY99B PRF.

STATEMENT OF FACTS:
The applicant is currently serving on extended active duty in the grade of
major.
On 10 September 2001, the applicant submitted an application requesting the
following:
1. The Officer Performance Reports (OPRs) rendered for the periods 15
August 1995 through 14 August 1996 and 15 August 1996 through 6 October
1997, be corrected to reflect “AWC” (Air War College) as his PME
recommendation.
2. The stratification on his CY99B PRF be changed to reflect, “TOP
10%” (currently Top 20%).
3. His Officer Selection Brief (OSB) be corrected. (1) OSB did not
contain a TDY period (7 June 1991 to 3 October 1993) in Overseas Duty
History; (2) OSB had incorrect command levels in Assignment History; and
(3) Officer Selection Assignment History omitted Squadron Officer School.
4. He be considered for promotion to the grade of lieutenant colonel
by Special Selection Boards (SSBs) for the Calendar Years 1999 (CY99B) and
2000(CY00A) central lieutenant colonel selection boards.
On 2 May 2002, the Board considered and denied the applicant’s requests. A
complete copy of the Record of Proceedings is attached at Exhibit H.
The applicant submitted a letter from the commander, dated 12 June
2002, requesting applicant’s records be amended to correct the
stratification on his CY99B PRF. In support of his request, he provided a
copy of AFPC Website, HQ AFMC/DP Website, a copy of the Senior Rater
Perspective Briefing, a corrected PRF and an alternate PRF. His complete
submission is attached at Exhibit I. Subsequent to the letter from the
commander, an additional advisory was requested.

ADDITIONAL AIR FORCE EVALUATION:
AFPC/DPPPE states that the applicant has failed to realize that he was
eligible to be selected as a non-candidate for the 1995, 1996, and 1997 PME
Central Selection Boards for consideration to attend ISS in residence;
therefore, it is clear that the applicant was indeed eligible for ISS when
his 14 August 1996 and 6 October 1997 OPRs closed out. The appropriate PME
recommendation for his 14 August 1996 and 6 October 1997 OPRs was to
recommend for ISS, since he had not completed ISS and was still eligible to
attend (in-residence).
In summary, since the applicant’s DOR to Major is 1 May 1996, DPAPE has
verified that the applicant was eligible to meet the following ISS boards:
1995 ISS CSB, and 1997 ISS CSB. Air Force policy is that an evaluation
report is accurate as written when it becomes a matter of record. Any
change to the PME recommendation would cause it to be inaccurate.
Therefore, they recommend denial of applicant’s request.

APPLICANT’S REVIEW OF ADDITIONAL AIR FORCE EVALUATION:
Applicant reviewed the additional Air Force evaluation and states that the
opinion does not address the issue currently under review by the AFBCMR.
Instead, it addresses the issue of PME recommendations that was previously
opined by HQ AFPC/DPPPE on 28 November 2001. Since then, his case was
reopened by the AFBCMR on 12 June 2002 to address newly discovered relevant
evidence regarding stratification on PRFs.
A copy of applicant’s response, with attachments, is attached at Exhibit L.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. The Air Force has indicated that the
applicant has failed to realize that he was eligible to be selected as a
non-candidate for the 1995, 1996, and 1997 PME Central Selection Boards
for consideration to attend ISS in residence; therefore, it is clear that
the applicant was indeed eligible for ISS when his 14 August 1996 and 6
October 1997 OPRs closed out. In view of the foregoing and in an effort
to remove any possibility of an injustice to the applicant, we recommend
that his records be amended to correct the stratification on his CY99B
PRF, be considered for promotion to the grade of lieutenant colonel by
Special Selection Board (SSB) for the Calendar Years 1999 (CY99B) and 2000
(CY00A) central lieutenant colonel selection boards.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT, be corrected to show that the stratification on his CY99B
PRF is changed to reflect “Top 10%.”
It is further recommended that he be considered for promotion to the grade
of lieutenant colonel by Special Selection Board (SSB) for the Calendar
Years 1999 (CY99B) and 2000 (CY00A) Central Lieutenant Colonel Selection
Boards.

MEMORANDUM FOR THE CHIEF OF STAFF
Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of
Section 1552, Title 10, United States Code (70A Stat 116), it is directed
that:
The pertinent military records of the Department of the Air
Force relating to, be corrected to show that the stratification on his
CY99B PRF, be, and hereby is changed to reflect “Top 10%.”
It is further directed the he be considered for promotion to
the grade of lieutenant colonel by Special Selection Board (SSB) for the
Calendar Years 1999 (CY99B) and 2000 (CY00A) Central Lieutenant Colonel
Selection Boards.

The rater and additional rater of the contested OPR provide statements contending that the correct PME level on the report should have been for SSS rather than ISS. The OPR closing 23 Jun 97 recommends SSS in residence. Based on these statements, we recommend that the duty title be corrected. In his appeal to this Board, applicant has requested that he be considered for ISS, which is the appropriate PME recommendation that should have been indicated on the OPR. Therefore, we recommend the duty title and PME recommendation be changed on the contested OPR and that his corrected report be considered for promotion and ISS by SSBs.
