             AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS

APPLICANT REQUESTS:

In the applicant’s request for reconsideration, he requests that  he  regain
his Undergraduate Pilot Training (UPT) slot at NAS Corpus  Christi,  and  be
given 10 warm-up flights in the T-34 and  then  placed  in  the  T-44  track
located at the same base.

STATEMENT OF FACTS:

Information extracted from  the  Military  Personnel  Data  System  (MilPDS)
indicates that on 27 November 1995, the applicant  was  appointed  a  second
lieutenant, Reserve  of  the  Air  Force  and  was  voluntarily  ordered  to
extended active duty effective 15 March 1996.  He is  currently  serving  on
active duty in the grade of captain, with a date of rank  and  an  effective
date of 15 March 2000.  The applicant is currently  serving  at  Mildenhall,
UK.

On 28 July 2003, the  Board  considered  the  applicant’s  request  that  he
regain his Undergraduate Pilot Training (UPT) slot at  NAS  Corpus  Christi,
and  that  his  record  be  cleansed  of  his  Officer  Performance  Reports
(OPRs)/Education/Training Reports  (TRs)  from  Vance  AFB  and  any  others
between the time he left NAS Whiting Field until his  return  to  UPT.   The
Board considered these requests and granted that he regain his UPT  slot  at
Vance AFB, OK, and that his military record be cleansed of  the  TR  closing
12 June 2001, received while stationed at Vance AFB, OK.  The  Board  denied
his request to regain his UPT slot  at  NAS  Corpus  Christi  and  that  his
military record be cleansed of his OPRs and TRs between  the  time  he  left
NAS Whiting Field until his return to UPT.  For an accounting of  the  facts
and circumstances surrounding the  applicant’s  service,  and,  the  Board’s
consideration of the appeal, see the Record of Proceedings at Exhibit J.

On 11 August 2003, the applicant submitted a  request  for  reconsideration,
contending that attendance into the Corpus Christi’s T-44 program  with  the
requested T-34 warm-up rides  will  ensure  that  an  unbiased  training  is
procured.  This choice would  provide  him  the  best  training  environment
option and ultimately result in the greatest benefit to the Air Force.
In support of his appeal, the applicant submits  a  personal  statement  and
supportive statements.  The applicant’s complete submission  is  at  Exhibit
K.

THE BOARD CONCLUDES THAT:

In earlier findings in this case, we determined  the  circumstances  of  his
case warranted his being  given  an  opportunity  to  reenter  Undergraduate
Pilot Training; however, not at the Navy facility as he requested.  We  have
reviewed the applicant’s recent request and we remain unpersuaded  with  his
argument in requesting UPT training with the Navy.   We  took  note  of  the
applicant’s  contention  that  the  leadership  at  Vance  AFB  has  changed
slightly.   Appropriate  officials  were  contacted   to   investigate   the
leadership  that  remains  at  Vance  AFB.   Contrary  to  the   applicant’s
assertions, we found  that  only  one  person  remains  at  Vance  AFB,  OK.
However, this finding is sufficient enough for the Board to  reevaluate  its
position regarding the location for UPT  training.   Appropriate  Air  Force
officials have advised that there are Air  Force  installations  other  than
Vance AFB, OK that offer the T-38 advanced track  training.   Therefore,  we
believe that in the best interest of both the Air Force and  the  applicant,
he resume his Air Force flying career with the  Air  Force,  at  a  training
facility other than Vance AFB, OK.  In view of the above, we recommend  that
his records be corrected as  indicated  below.   Lastly,  we  consider  this
decision  concerning  the  applicant’s  training  location  to   be   final.
Therefore, in the absence of new relevant  evidence,  further  consideration
on this matter will not be entertained.

THE BOARD DETERMINES THAT:

The pertinent military records of the Department of the Air  Force  relating
to APPLICANT be corrected to show that provided he  is  otherwise  eligible,
he be reinstated in Undergraduate Pilot Training (UPT) at an Air Force  Base
installation, other than Vance AFB, OK, at  the  earliest  practicable  date
for the purpose of T-38 advanced (Bomber-Fighter) track training.

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:

      The pertinent military records of the Department of the Air Force
relating to xxxxxxxxxxxxxxxxxxxxx, be corrected to show that provided he is
otherwise eligible, he be reinstated in Undergraduate Pilot Training (UPT)
at an Air Force Base installation, other than Vance AFB, OK, at the
earliest practicable date for the purpose of T-38 advanced (Bomber-Fighter)
track training.
